The Ministry of Education and Training announced the draft Circular Promulgating the Regulations on diplomas and certificates of the national education system to collect comments.
Clauses 1 and 2, Article 2 of the draft Circular clearly state the series of diplomas and certificates of the national education system. Specifically:
1. The diploma of the national education system is a document in paper form or digital form issued by a competent person to learners according to the provisions of the Law on Education, the Law on Vocational Education, and the Law on Higher Education.
The national education system's qualifications include: High school graduation certificate; intermediate degree; high school diploma, college degree; bachelor's degree, master's degree, doctoral degree and equivalent qualification (collectively referred to as a university education diploma).
2. The certificate of the national education system is a document in paper form or digital form issued by a competent person to a learner to confirm the learning results after being trained, fostered to improve their educational qualifications, professional skills or issued to a student taking the exam to get a certificate according to regulations.
In addition, the information must be fully recorded in the original book for granting degrees and certificates as clearly stipulated in Clause 1, Article 11 of the draft Circular. Specifically:
1. The original book for granting the degree or certificate is a document prepared by the agency granting the degree or certificate when issuing the original copy of the degree or certificate.
The original book for granting degrees and certificates must record the following information fully, clearly and accurately:
a) General information on the course and exam: number, date of year to decide on graduation recognition; year of graduation; form of study or training (if any); exam, exam course, exam scores, students (for high school diploma and high school diploma); decision to establish a thesis evaluation council or thesis, date of protection for master's degree and doctoral degree, major or specialized training (if any);
b) Information on identification of the diploma or certificate: Number, number in the original book, date of issuance. Include in the original book of the degree or certificate issued by the competent person issuing the degree or certificate specifically to ensure that the number in the original book issued for each type of degree, certificate, five years of issuance and the consecutive number of degrees and certificates issued in the year are distinguished; each number in the original book of the degree or certificate issued is recorded only on one degree or certificate;
c) Information of the person granted a certificate or certificate: personal identification number, full name and address, date of birth, place of birth, gender, ethnicity (according to birth certificate); nationality (if foreign); signature, clearly state the full name of the person receiving the certificate;
d) Graduation classification or graduation ranking or exam score results (if any);
d) A note to record information about reissuance or revocation or cancellation (if any);
e) The signature of the approval, clearly state the name of the approved person and stamp of the agency issuing the certificate.
