The Ministry of Education and Training announced the draft Circular Promulgating the Regulations on diplomas and certificates of the national education system to collect comments.
Clauses 1 and 2, Article 2 of the draft Circular clearly state the series of diplomas and certificates of the national education system. Specifically:
1. The diploma of the national education system is a document in paper form or digital form issued by a competent person to learners according to the provisions of the Law on Education, the Law on Vocational Education, and the Law on Higher Education.
The national education system's qualifications include: High school diploma; intermediate diploma; high school diploma, college diploma; bachelor's degree, master's degree, doctoral degree and equivalent equivalent qualification (collectively referred to as a university education diploma).
2. The certificate of the national education system is a document in paper form or digital form issued by a competent person to a learner to confirm the learning results after being trained, fostered to improve their educational qualifications, professional skills or issued to a student taking the exam to get a certificate according to regulations.
In addition, the procedure for editing the content of the diploma and certificate is clearly regulated in Clause 4, Article 15 of the draft Circular. Specifically as follows:
4. The procedure for editing the content of the diploma and certificate is regulated as follows:
a) The person requesting to revise the content of the diploma or certificate providing information on the online public service portal or send directly or via the 01 (one) postal service a set of documents as prescribed in Clause 3 of this Article to the competent authority to revise the content of the diploma or certificate;
b) Within 03 working days from the date of receipt of a complete and valid dossier, the head of the competent authority shall revise the content of the diploma or certificate to consider deciding on the revisions; if not revoked, the respondent must respond in writing and state the reasons;
c) The editing of the content of the degree or certificate shall be carried out by a decision to revise; no direct editing shall be made in the degree or certificate. The revised decision must be recorded in the dossier for granting degrees and certificates;
d) Based on the decision to revise, the agency issuing the certificate and certificate shall record the edited notes in the note column of the original certificate and certificate; record full information about the certificate and certificate, the edited contents of the certificate and certificate in the appendix to the original certificate and certificate and update the database of the certificate and certificate.
