Initial information, at 1:8 a.m. on October 23, the Fire Prevention and Fighting and Rescue Police Team (PCCC&CNCH) Region 31 under the Fire Prevention and Rescue Police Department received an urgent notice from the Command and Police Information Center - Ho Chi Minh City Police (PC07) about a rescue case in Ben Cat Ward. The cause was determined to be heavy rain causing serious localized flooding in some residential areas.
Immediately after receiving the report, the Fire Prevention and Rescue Police Team of Area 31 urgently mobilized forces to the scene.

In group 8, Cau Doi quarter, Ben Cat ward, the water poured in a lot, rising 2m high. The strong water surrounded a house with 7 people inside.
The units used life jackets, buoys, and ropes to approach the house and bring the 7 people to a safe area.
In an area of M.T Wood Company, the amount of water pouring in rose 1 m, the water flowed rapidly. Rescue forces approached the scene and brought 138 people to safety.
At the location of Group 3, Long Hung Quarter, Ben Cat Ward, the rescue force coordinated with units to support 20 people in houses and a row of boarding houses stuck in water areas over 2m high.
According to the records, the authorities have brought all 165 people to safety.
