After Circular 29 of the Ministry of Education and Training took effect from February 14, 2025, regulating that extra teaching outside of school must register for business, the number of teachers and individuals in Nghe An registering for business households to organize extra teaching has increased dramatically.
In Vinh city, as of February 20, about 300 people have submitted applications to register a business household to organize extra classes. Many teachers said that business registration helps them organize teaching in a public, transparent way and ensures compliance with legal regulations.

Not only in Vinh city, other districts in the province also recorded a significant increase in the number of registrations.
Specifically, Nghi Loc district has 20 dossiers applying for a business registration certificate for extra teaching; Yen Thanh district has 22 dossiers, Thanh Chuong district has 21 dossiers, Hoang Mai town has 13 dossiers.
However, not all localities are quickly adapting to the new regulations. Some districts still have a hesitant and confused mentality and are waiting for specific guidance documents from the provincial level, leading to the implementation of additional teaching business registration not being timely.
The conversion from extra classes in schools to outside business registration also raises many problems with quality management. The principal of a secondary school in Thanh Chuong district expressed concern: "Previously, extra teaching in schools was controlled in terms of program, curriculum and teaching quality. Now that teachers have to organize their own classes, quality supervision will face many difficulties".
Not only are teachers worried, parents are also having difficulty finding a suitable place to study for their children.
In the face of the above situation, the leaders of the Nghe An Department of Education and Training have directed schools to review and re-number the teaching hours of teachers, assign senior teachers to ensure the prescribed standards, based on the wishes of parents, and arrange teachers to review and take free graduation exam subjects for students. In the case of teachers teaching graduation exam reviews overtime, schools balance and arrange funding to pay the regime according to regulations.
According to the leader of the Nghe An Department of Education and Training, the work of reviewing for final year students must be focused on, consolidated, and improved students' knowledge so that they can achieve the best results in the graduation exam and grade 10 admission.
