Expected 9 things that higher education accreditors are not allowed to do

The draft Circular Regulations on accreditators of higher education and vocational education states what accreditors are not allowed to do.

The Ministry of Education and Training publishes the draft Circular Regulating accreditators for higher education and vocational education to collect comments.

This Circular applies to accreditators; people participating in training and testing; training institutions; units assigned to perform technical stages of the testing; organizations accrediting educational quality; higher education institutions; vocational education institutions in accordance with the law on vocational education and relevant agencies, organizations, and individuals.

This Circular does not apply to inspectors of foreign educational quality accreditation organizations operating in Vietnam according to the standards and procedures of that organization, except in cases where international treaties to which Vietnam is a member or Vietnamese law have other regulations.

In which, Article 7 of the draft Circular states what inspectors are not allowed to do. Specifically as follows:

1. Deliberately providing false information, falsifying records, data, evaluation results or intentionally concealing information that affects the test results. Deliberately using information and documents that are known to be inaccurate or no longer valid.

2. Receiving, requesting, suggesting or agreeing to receive money, property or other benefits other than remuneration, legally paid expenses that may affect the independence and objectivity of the inspector in any form.

3. Intervention, pressure, collusion or agreement to distort the opinions and conclusions of external assessment teams or the education quality accreditation council.

4. Intentionally concealing, not declaring conflicts of interest or still performing inspection tasks when knowing clearly that participation may affect independence and objectivity.

5. Deliberately disclosing or illegally using information, data, documents in inspection activities; using digital tools, artificial intelligence tools or third-party applications that do not ensure information security and safety requirements or affect the truthfulness of evaluation results.

6. Giving others the use of names, identification codes, records or accounts of inspectors; signing, confirming or being responsible for the work they do not directly perform.

7. Taking advantage of the status of inspector to promote, broker services, serve personal interests or take advantage of inspection activities to promote inspection consulting services.

8. Having acts of discrimination, insulting the honor and dignity of organizations and individuals in the process of performing tasks.

9. Perform inspection activities when the status of inspector is suspended, terminated or no longer valid; perform other prohibited acts according to the provisions of law.
