It is expected that the title of teacher will no longer be divided into grades I, II, III
Currently, the professional titles of preschool and general education teachers are divided into grades I, II, III with salary coefficients for each grade.
In the draft Law on Teachers many times before, teachers were still divided into grades I, II, III to pay salaries.
However, in the draft Law on Teachers submitted to the National Assembly for approval at the 9th session, it is expected to remove the division of teacher ranks.
Specifically, the draft ( Latest version), Article 12 stipulates the title of teacher and is expected to stipulate the title of teacher as follows:
1. The title of teacher is a name that shows the qualifications, professional competence, and skills of teachers at each level of education and training;
2. The title of teacher is determined according to the requirements of professional activities at each level of education and training level.
3. The appointment and change of the title of teacher is carried out in accordance with the type of educational institution in the national education system.
4. The titles of teachers in each level of education and training level are determined to be equivalent when meeting the conditions prescribed by the Minister of Education and Training.
5. The Government shall detail this Article".
Thus, this new draft no longer stipulates the title of teacher according to classes but is determined according to the requirements of professional activities of each level of education.
When teachers are no longer divided into grades, they will no longer be considered for promotion from low to high as at present ( Grade III to Grade II or Grade II to Grade I). This is completely consistent and agreed by teachers.
The current salary table divides the teacher ranks including appointment, salary classification, promotion, and transfer. This leads to many shortcomings and unfairness such as good people still being ranked low, ineffective people being ranked high, so,...
Therefore, many teachers support continuing to study salary payment according to job position so that all cadres, civil servants and public employees can work more effectively.
Teacher salaries are expected to be given the highest priority in the administrative career salary scale system
Clause 1, Article 25 of the draft Law on Teachers on expected salaries and allowances for teachers is stipulated as follows:
Teachers' salaries are ranked highest in the administrative career salary scale system;
Vocational allowances and other allowances depending on the nature of the work, by region according to the provisions of law;
Preschool teachers; teachers working in ethnic minority areas, mountainous areas, border areas, islands and areas with particularly difficult socio-economic conditions; teachers teaching at specialized schools; teachers implementing integrated education; teachers in some specific sectors and occupations are entitled to higher salary and allowances than teachers working under normal conditions.
Thus, up to this point, after many amendments, the draft Law on Teachers continues to maintain the regulation that teachers are expected to be given the highest salary priority in the administrative career salary scale. This means that if the draft Law on Teachers is passed and takes effect, teachers will receive the highest priority salary in the administrative career salary table.
