The Ministry of Education and Training (MOET) issued Circular No. 30/TT-BGDDT dated December 30, 2024 on promulgating the Regulations on junior high school (THCS) and high school (THPT) admissions.
For junior high school admission, in addition to primary school students, the Circular adds the admission subjects to be students who have completed the illiteracy eradication program phase 2, within the age of entering grade 6 according to the regulations in the Charter of junior high schools, high schools and general schools with many levels.
The new circular provides more specific regulations on secondary school admission methods on the basis of ensuring compliance with the Law on Organization of Local Government, Decentralization of Management and the 2018 General Education Program to reduce pressure on students, parents and educational institutions.
Accordingly, secondary school admission is conducted by the selection method. The selection criteria are specifically guided by the Department of Education and Training, ensuring that the selection process is fair, objective, transparent, and appropriate to the actual situation in the locality.
For secondary schools and general schools with many levels, including secondary schools belonging to universities, colleges, and research institutes, the admission criteria are directly managed by the university, college, or research institute or are implemented according to the instructions of the Department of Education and Training where the school is located.

Secondary school admission registration is organized online.

Secondary School Admissions Process
Circular of the Ministry of Education and Training stipulates the secondary school admission process as follows:
The Chairman of the People's Committee of the district, town, provincial city, or centrally run city approves the junior high school enrollment plan.
The secondary school enrollment plan includes the following basic contents: Enrollment subjects; enrollment quotas and locations; enrollment criteria; enrollment time and announcement of enrollment results.
Secondary school enrollment plans are announced before March 31 every year.
For junior high schools affiliated with universities, colleges, and research institutes, the junior high school enrollment plan is decided by the University Director, University Principal, or Research Institute Director directly managing the school after agreeing with the Department of Education and Training where the school is located.
Based on the approved junior high school enrollment plan, the Junior High School Enrollment Council develops and publicly announces the school's enrollment plan; organizes enrollment registration, receives and prepares enrollment registration content.
The junior high school admissions council organizes the admission process according to the approved admission plan; proposes a list of admitted students to the school principal for approval by the Head of the Department of Education and Training.
For secondary schools affiliated with universities, colleges, and research institutes, the list of admitted students is approved by the University Director, University Principal, or Director of the research institute directly in charge.
