The Ministry of Education and Training (MOET) issued Circular No. 30/TT-BGDDT dated December 30, 2024 on promulgating the Regulations on junior high school (THCS) and high school (THPT) admissions.
The Circular is developed to ensure the concretization of the provisions of the 2019 Education Law, in accordance with the practical situation in localities in the management and organization of secondary school and high school admissions. At the same time, it ensures consistency and consistency with the 2018 General Education Program, the current Secondary School and High School Continuing Education Program and related regulations on examinations, tests and assessments.
Article 14 of the Circular stipulates groups of subjects eligible for direct admission and priority policies for high school admission.

Accordingly, direct admission to high school is for the following subjects:
Students of junior high school boarding school for ethnic minorities.
Students are ethnic minorities very few.
Students are disabled.
Secondary school students who win national prizes organized by the Ministry of Education and Training or in coordination with ministries and ministerial-level agencies on a national scale in competitions, exams, and contests (hereinafter referred to as competitions) on culture, arts, sports; and scientific and technical research competitions.
Secondary school students who won prizes in international competitions are selected and nominated by the Minister of Education and Training.
Priority Points Subject
Priority points are added to the total admission score calculated on a 10-point scale for each exam subject. Group 1 is awarded 2.0 points; Group 2 is awarded 1.5 points; Group 3 is awarded 1.0 points.
Group 1 includes:
- Martyr's child;
- Children of war invalids with 81% or more loss of working capacity;
- Children of war invalids with 81% or more loss of working capacity;
- Children of people granted "Certificate of beneficiaries of policies for war invalids, who have a reduced working capacity of 81% or more";
- Children of resistance fighters infected with toxic chemicals;
- Children of revolutionary activists before January 1, 1945;
- Children of revolutionary activists from January 1, 1945 to the August 1945 uprising.
Group 2 includes:
- Children of Armed Forces Heroes, Labor Heroes, and Heroic Vietnamese Mothers;
- Children of war invalids with working capacity loss below 81%;
- Children of war invalids with labor capacity loss below 81%;
- Children of people granted "Certificate of beneficiaries of policies for war invalids, who have a reduced working capacity of less than 81%".
Group 3:
- People whose father or mother is an ethnic minority;
- Ethnic minorities;
- Students in areas with especially difficult socio-economic conditions.
Subjects eligible for bonus points
Secondary school students who win provincial-level prizes organized by the Department of Education and Training or in coordination with departments and branches organized on a provincial scale for competitions organized at the national level as prescribed in Point d, Clause 1 of this Article.
The incentive points are added to the total admission score calculated on a 10-point scale for each subject and exam. In which, the first prize is added 1.5 points; the second prize is added 1.0 points; the third prize is added 0.5 points.
