Proposal to increase the time for granting degrees and certificates

The draft Circular promulgating the Regulations on diplomas and certificates of the national education system is being consulted by the Ministry of Education and Training (MOET).

The Ministry of Education and Training said that it has received comments from 72 units (24 Departments of Education and Training, 37 higher education institutions, 6 Ministries, 5 units under the Ministry).

In the comments, the time limit for granting degrees and certificates has been of interest to ministries and branches.

Contributing opinions to the draft Circular, the Departments of Education and Training of the provinces and cities: Quang Tri, Ho Chi Minh City, Quang Ngai, Phu Tho, Ha Tinh, Nghe An, Tay Ninh, Vinh Long, An Giang, Hai Phong, Cao Bang, Thanh Hoa, Ca Mau mentioned the provisions in Point a, Clause 1, Article 12.

13 Departments of Education and Training have proposed that the draft adjust the time for granting degrees and certificates or keep the time limit for granting degrees and certificates as in the current Circular, the reason: Not implemented for provinces with a large number of graduates.

Accordingly, the 13 Departments of Education and Training above proposed that the Ministry of Education and Training review the 5-day time for granting degrees and certificates, which may not be enough time because there is a process for granting degrees to the unit in charge of printing and granting degrees, and propose to adjust it to 10 - 15 working days.

Also contributing to this content, Can Tho University, University of Mining and Geology, Phan Thiet University, International University (Ho Chi Minh City National University), Pham Ngoc Thach University of Medicine, Da Nang University, Ho Chi Minh City National University propose as follows:

"The proposal to adjust it to 10 working days is because after the decision to recognize the graduation is signed, there needs to be time to prepare the diploma data, review and compare the data before putting it into the system, submitting the signature... The time of 05 working days is too urgent".

In the above contents, the Ministry of Education and Training said that it has studied comments and found that: when the draft Regulations are issued, the issuance of degrees and digital certificates will be done first (graduation, digital certificate first, certificate secondary). Therefore, the 5-day period to issue degrees and certificates is calculated to focus on reviewing the final round of degrees and certificate data before signing the certificate.

The remaining preparations need to be completed before the competent authority issues a decision to recognize the graduation and grant the degree.

According to the Ministry of Education and Training, the draft Regulations are based on the provisions of the Draft Law amending and supplementing a number of articles of the Law on Education, accordingly, the authority to issue graduation certificates belongs to the Principal of the High School, so the Director of the Department of Education and Training will not issue high school graduation certificates. At that time, the number of graduation certificates that need to be signed by 1 unit will decrease, so the Ministry of Education and Training believes that the VBCC granting period stipulated in Article 12 of the Draft is feasible and appropriate.

Proposal to increase the time for granting degrees and certificates to improve educational and professional qualifications

For Point c, Clause 1, Article 12 of the draft Circular: The competent person issuing the certificate is responsible for issuing the certificate to the student within the following period:

c) 15 days from the date of completion of the training course, fostering to improve educational qualifications, professional skills or taking the exam to get a certificate.

Hanoi University proposes to give it 30 days to have enough processing time according to regulations.
