On March 9, the Vietnam Education Union (CĐGD) said that the CĐGD is directly managing 74 affiliated trade unions (4 national university trade unions, regional universities and 70 grassroots trade unions) with a total of 42,543 trade union members, including 21 unit trade unions that are non-public universities, businesses and companies.
In 10 years of implementing Resolution 7c of the Executive Committee of the Vietnam General Confederation of Labor on "Quality of lunch meals for workers", to date, 100% of units have organized lunch meals for officials, teachers, and workers (CBNGNLĐ) reaching a minimum level of 15,000 VND/meal; over 90% of units reaching levels from 25,000 - 35,000 VND/meal. No units maintain below 15,000 VND/meal. The hiring of external units to provide meals is more strictly controlled in terms of contracts, hygiene standards, and food origin.
Many units have paid attention to including the content of ensuring the quality of lunch meals as one of the contents to include in the signing of collective labor agreements (TƯLĐTT) and implement immediately when the TƯLĐTT takes effect.
Trade unions at all levels in the Vietnam Education Union have coordinated to supervise the implementation of the quality of lunch meals for officials, civil servants, and laborers. Through supervision, it has been proposed to school units and businesses to pay attention to improving and enhancing the quality of lunch meals for officials, civil servants, and laborers, improving the kitchen area to be clean and hygienic; for schools and businesses that rent lunch catering providers to control food supply and meal quality; for businesses that do not have kitchens, do not organize lunch meals, and must have lunch cabinets for officials, civil servants, and laborers to take away to ensure food safety and hygiene.

Thanks to that, in 10 years of implementing Resolution 7c, 21/21 units successfully dialogued and negotiated to increase the value of midday meals to a minimum level of 25,000 VND/portion or more for 6,838 CBNGNLĐ to benefit. Units proactively build and arrange collective kitchens to improve the quality of midday meals for CBNGNLĐ.
According to the Vietnam Education Union, in the period 2026 - 2031, the Education Union identifies the following key objectives: Strive to 2030, 100% of units organize lunch meals to ensure a minimum value of 30,000 VND/portion, in accordance with practical conditions and market price levels; strive for 80% of collective labor agreements to have specific and clear contents on the value level, quality and conditions to ensure lunch meals for officials, civil servants, public employees and laborers; 100% of collective kitchens are organized for periodic annual inspection and supervision; promptly detect, rectify and overcome existing shortcomings and limitations to ensure food safety and improve meal quality.
