New operating standards
The report of the An Khe Ward Trade Union at the first Trade Union Congress, October 20, said: The An Khe Ward Trade Union was established from July 1, 2025, implemented under the two-level local government. The grassroots trade unions were handed over from the Labor Federations of Cam Le and Thanh Khe districts.
According to incomplete estimates, An Khe ward has about 4,000 enterprises with about 28,801 employees, most of which are small enterprises.
Of which, young workers (under 35 years old) account for more than 60%, female workers account for about 50%. This is a large, dynamic force with increasingly improved education and skills, many of whom are able to access new technology.
In general, employment is maintained stably, but a part of the workforce in small, micro and non-state enterprises still lacks sustainable jobs. Salary and income have improved but have not really met the minimum living needs, the gap between labor groups is still large.
In the context of small and micro enterprises dominating the majority, the biggest challenge is not to organize a movement, but to build a new operating standard - where trade unions truly play the role of "representation, service and protection".
Therefore, in the new term, the An Khe Ward Trade Union has set out 3 major orientations: perfecting the representation mechanism - striving for 90% of enterprises with 20 or more employees to establish grassroots trade unions, 90% of units to sign collective labor agreements.
Standardize the way of operation according to the two-level model - reduce intermediate levels, increase coordination and processing capacity right at the facility. And improve the capacity of union officials - focusing on dialogue skills, legality and digital technology application, because strong officials make the organization sustainable.
Bright spot in digital transformation
The most obvious bright spot in the recent activities of the An Khe Ward Trade Union is the substantial innovation. Instead of stopping at administrative activities, the Ward Union has proactively transformed to the "service union" model - towards the grassroots, connecting union members with practical benefits.
Programs such as "Tet Sum Vay", "Worker's Month", or supporting 50 million VND for independent preschool unions with a rate of 87% of employees participating in social insurance (SI), health insurance (HI), and unemployment insurance (UI) are specific proof of that spirit. In addition, the union also coordinated to vaccinate union members against influenza, giving 140 Mid-Autumn Festival gifts worth 42 million VND to children of disadvantaged workers - small things but with great influence.
Another positive sign is digital transformation in union activities: from union member management, finance to propaganda and interaction via fanpage, Zalo, QR code. Union officials can quickly access information and promptly grasp the concerns of workers. With the young workforce accounting for over 60%, bringing trade unions into the digital space has opened a new connection channel - faster, more flexible and closer.
From there, the emulation movement was renewed: "Good workers, Creative workers", "Green - clean - beautiful, occupational safety and hygiene", "Good at public work, good at housework", along with sports activities, blood donation, education promotion... contributed to creating an atmosphere of solidarity, spreading a positive culture in each unit.
The 1st Congress of the An Khe Ward Trade Union opens a new operating cycle - linking two-level institutions with a modern trade union model. Accompanyed are specific targets such as 90% of enterprises have trade unions, 80% of union members enjoy benefits, 100% of cases have trade unions participating in protection, fund collection reaches 90%...
These are numbers that affirm the aspiration to build a modern, close and truly union organization for workers.
