According to Article 3 of Circular 12/2022/TT-BNV, the 3 principles for determining job positions in administrative agencies and public service units today include:
- The position of a civil servant in leadership and management positions; general professional skills and support and service positions in administrative agencies and organizations are determined on the basis of the principles specified in Article 3 of Decree 62/2020/ND-CP.
- The job position of common professional titles and supporting and serving job positions in public service units are determined on the basis of the principles specified in Article 3 of Decree 106/2020/ND-CP and are applied similarly to the positions of common professional and supporting and serving positions in administrative agencies and organizations.
- Job positions are adjusted in accordance with the arrangement of the apparatus, adjustment of functions and tasks between agencies, organizations and management levels according to the provisions of specialized law; agencies, organizations and units responsible for arranging, managing and effectively using civil servant positions and the number of employees assigned according to job positions, ensuring the implementation of the goal of streamlining the payroll according to regulations.
