According to Clause 1, Article 8 of Regulation 80-QD/TW, which stipulates the responsibilities and powers of central-level committees:
1. Provincial Party Committees and centrally run City Party Committees
1.1. Provincial and municipal Party Executive Committees
Responsible before the Politburo and the Secretariat for leading, directing, and organizing the implementation of resolutions, policies, rules, regulations, and decisions of the Central Committee on personnel and personnel work in localities.
Submit to the Politburo and the Secretariat on on on-site personnel to run for the positions of secretary, deputy secretary of the Provincial Party Committee, city Party Committee, Chairman of the People's Council, Chairman of the People's Committee; personnel appointed to supplement members of the Executive Committee, introduce to elect members of the Standing Committee of the Provincial Party Committee, city Party Committee.
Based on the regulations of the Central Government, decide on the number of members of the Standing Committee, members of the Inspection Committee of the Provincial Party Committee and City Party Committee; adjust the structure of the Party Committee and Standing Committee of the Party Committee outside the structure of the Party Committee and Standing Committee of the Party Committee as determined by the regulations of the Politburo.
Electing the Standing Committee, Secretary, Deputy Secretary of the Provincial and Municipal Party Committee; Electing the Inspection Committee (inspection Committee members), Chairman of the Inspection Committee of the Provincial and Municipal Party Committee.
Thus, the Secretary of the Provincial Party Committee directly under the Central Government is elected by the Executive Committee of the Provincial and Municipal Party Committees.
