On December 6, information from Cao Bang Provincial Social Insurance (BHXH) showed that as of November 30, the whole province had 195 units that were 3 months or more late in paying insurance with a total debt of more than 14 billion VND, an increase of 10 units and 1.4 billion VND compared to the previous month.
In particular, 27 units in the difficult-to-receive group owed 7.2 billion VND, many cases of late payment lasted for many years.

Faced with the increasing outstanding debt, Cao Bang Social Insurance has increased urging, coordinating with relevant agencies and stepping up propaganda. Thanks to that, by the end of November, the accumulated revenue of the whole province reached VND 1,635.7 billion, equal to 93.2% of the estimate for 2025.
Cao Bang Social Insurance said that the delay in payment has directly affected the rights of employees when handling sick leave, maternity, unemployment benefits or when closing the books. For enterprises that are deliberately slow, the Social Insurance agency will complete the dossier and transfer it to the competent authority for handling according to regulations.
The list of 195 units with insurance debts has been publicly announced to increase transparency, promote units to quickly overcome, ensure the rights of employees and order in implementing social security policies in the province.
