Point c, Clause 3, Article 17 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023 stipulates the adjustment of the number of members, the number of Security and Order Protection Teams, and the termination of participation in forces participating in security and order protection at the grassroots level as follows:

3. Cases of dismissal from participating in forces participating in protecting security and order at the grassroots level include:
a) Having a request to stop participating in the force participating in protecting security and order at the grassroots level;
b) Not ensuring health according to the certificate of a medical examination and treatment facility established and operating in accordance with the provisions of law;
c) Not complying with assigned tasks or mobilizing the Commune-level Police for 2 or more times without a legitimate reason, not completing the task or taking advantage of or abusing the task of protecting security and order at the grassroots level to commit a violation of the law and having been reminded in writing by the Commune-level Police for 2 or more times but still continuing to violate;
d) Violating criminal law with a decision to prosecute the accused or being subject to preventive measures according to the provisions of the law on criminal proceedings; being subject to administrative handling measures.

Thus, anyone who fails to fulfill his/her duties or takes advantage of or abuses the task of protecting security and order at the grassroots level to commit a violation of the law and has been reminded in writing by the Commune-level Police twice or more but continues to violate will be dismissed from participating in the force.
