In parallel with strengthening internal resources, trade unions at all levels propose new solutions, models, and ways of doing things to complete the target of developing union members. The specific goal is to establish grassroots trade unions in enterprises with 30 or more employees and strengthen inspection and examination of compliance with labor laws and the Trade Union Law at the grassroots level.

Activities such as building Collective Labor Agreements, organizing dialogues, working groups, and inspecting the implementation of policies will also be promoted.
