Improving adaptive capacity for officials, union members and workers
Implementing the Resolution of the VII Congress and the Action Program to implement the resolution of the VII Congress of the Vietnam Textile and Garment Trade Union, term 2025 - 2030, the Executive Committee of the Vietnam Textile and Garment Trade Union develops the Program "Improving adaptive capacity for officials, union members and workers" for the period 2026 - 2030, creating unity in the awareness and action of Party committees, authorities, employers, trade union organizations and workers at all levels about the role and importance of improving adaptive capacity through learning, improving qualifications and skills; meeting the requirements of the labor market and the transformation of the textile and garment industry.
The purpose of the program is to contribute to improving the quality of human resources in the spirit of Resolution No. 02-NQ/TW dated June 12, 2021 of the Politburo on "Innovating the organization and operation of Trade Unions in the new situation"; Project No. 668/DA-TLD dated July 7, 2020 of the Vietnam General Confederation of Labor on "Trade Unions participating in vocational conversion training for union members and workers, period 2020 - 2023 and orientation to 2030".
Ms. Pham Thi Thanh Tam - Chairwoman of the Vietnam Textile and Garment Trade Union - said that the general objective of the program is to improve the quality of human resources among officials, union members, and workers by promoting regular study and training; innovating thinking, improving qualifications and skills, meeting the development requirements of the industry, scientific and technological progress, innovation and digital transformation.
The reality of organizing the program at the grassroots level shows that it has strengthened the ability to access information for workers, and at the same time innovated propaganda methods to raise awareness of businesses, trade union organizations and union members, and workers about training and learning to improve their qualifications and adaptive capacity in the context of science and technology and the strong development of the textile and garment industry as at present. Through each training class, workers have proactively learned and supplemented the knowledge and skills that are still lacking, and can undertake many different jobs, meeting the requirements of job positions in new conditions. Employers have considered improving the qualifications and adaptive capacity of workers as an urgent task, ensuring the sustainable development of enterprises. This is also one of the criteria for considering and ranking "Exemplary enterprises for workers" at industry and national levels.
Trade unions at all levels in the system accompany businesses and workers to improve the quality of staff by many activities such as organizing training, launching emulation, caring for the spiritual and intellectual life of workers... ; and at the same time spreading, sharing, and replicating learning, training, and creative models suitable to the conditions of industry trade unions and each unit.
A special point in this activity is that from the results of surveying the human resource needs of enterprises as well as the quality of human resources, the Trade Union coordinates with professional departments to develop appropriate training content and methods. At the same time, the Trade Union discovers and fosters typical cadres, union members, and workers with experience, capacity, and outstanding achievements in labor production, emulation movements, skilled workers contests, or cadres who have participated in training classes of the General Confederation and the Industry Trade Union to build a team of guides and lecturers concurrently holding positions at the grassroots level. From 2021 to 2025, the Vietnam Textile and Garment Trade Union has organized 115 classes for 4,715 workers.
Award exclusively for female workers
The Vietnam Textile and Garment Trade Union not only implements activities to improve the qualifications of workers but also organizes emulation movements suitable to reality. One of them is the Nguyen Thi Sen Award - a noble award of the Vietnam Textile and Garment Trade Union for female workers and employees with particularly outstanding achievements, aimed at arousing and honoring the traditional values of generations of women in the textile and garment industry. Thereby, fostering the spirit of love for the industry, love for the profession, good labor, creative labor of female workers and employees in the system.
Each year, the Vietnam Textile and Garment Trade Union awards prizes to 10 people. Female workers and employees working at units under the Vietnam Textile and Garment Trade Union, who have worked for at least 10 years in the industry and 5 years at the unit up to the time of award consideration (including maternity leave according to regulations) are considered for the title. Each individual is only awarded the prize once, in which priority is given to those who have achievements and special contributions to the development of each unit and the industry, direct production workers. For many years, the Nguyen Thi Sen Award has become a target for emulation and striving of female workers and employees in the industry. From 2019 to now, 70 people have received the Nguyen Thi Sen Award.

Not only caring for union members and workers, the Vietnam Textile and Garment Trade Union also cares about the children of union members and workers. Every year, the Industry Trade Union organizes the program "Flying Dreams High" to commend and reward children of workers with excellent academic achievements in 3 regions with many activities such as visiting the Vietnam Military History Museum, Hue Citadel, outdoor play experiences. In 2025, the Industry Trade Union rewarded 894 children with 873 million VND, awarded 443 "Accompanying Children to School" scholarships with 369.8 million VND.
Some targets for the period 2026 - 2030
SECTORAL LEVEL: At least 100 training and fostering classes to improve qualifications and adaptive capacity for officials, union members, and workers are organized directly; form a column on the Electronic Information Portal/online channel to train, share knowledge, operations, initiatives, and good practices.
GRASSROOTS LEVEL: 100% of cadres, union members, and workers are propagated, disseminated, studied, and thoroughly grasped the Party's guidelines and resolutions, policies and laws of the State related to labor and trade unions; are updated with information and knowledge about science, technology, market developments, production and business situation of units, job requirements and the necessity of studying and improving qualifications.
70% or more of officials, union members, and workers are trained, shared, tutored, and guided to improve their qualifications and professional skills.
100% of officials, union members, and workers are guided and trained in soft skills such as industrial style, cultural behavior, prevention and combat of social evils...
At least 60% of workers achieve the title "Learning Citizen" at all levels. 100% of newly recruited or transferred workers are trained, guided, and share experiences. By the end of the term, each grassroots trade union has over 500 union members and workers with at least 1 guide or lecturer concurrently participating in skills training classes of the General Confederation or Industry Trade Union.
