The program is implemented based on Official Dispatch No. 41 dated February 24, 2026 of the Khanh Hoa Provincial Voluntary Blood Donation Steering Committee on urgent blood donation mobilization in February 2026, and at the same time responding to a letter calling for blood donation participation during the Lunar New Year 2026.

According to the plan, the blood donation activity takes place in one session, from 8:00 AM to 11:30 AM on February 28th at the Workers' Culture - Sports Center of Suoi Dau Industrial Park, Cam Lam commune.
Grassroots trade unions are required to strengthen propaganda about the humanistic meaning of voluntary blood donation activities, and mobilize union members and workers with sufficient health conditions to actively participate.
In the context of the increasing demand for blood transfusions after the Tet holiday, especially at provincial hospitals, mobilizing workers and laborers to participate in blood donation is considered a practical solution.
