Pioneering Lien Chieu Trade Union
Mr. Truong Cong Hieu - Chairman of the Lien Chieu District Labor Federation, Da Nang City - said that developing new union members continues to be a key and priority task of the District Labor Federation in 2025. The goal set by the Lien Chieu District Labor Federation in 2025 is to increase the number of union members by 1,500, establish 10 grassroots unions in enterprises with 15 or more employees, and promote the development of union members in the informal labor sector.
Previously in 2024, the Lien Chieu District Labor Federation was a pioneer of the Da Nang City Labor Union in developing union members in the informal labor sector, gathering freelance workers in industries and occupations in the city to join the Trade Union organization. This is also the first unit selected to pilot the establishment of the first independent Preschool classes Union in Hoa Minh ward with 117 members of 38 independent preschool classes in the area. This model was later replicated by the Da Nang City Labor Federation in all districts in the city.
Lien Chieu is also the first locality to pilot the signing of collective labor agreements (CLAs) to ensure the rights of employees of 9 non-public kindergartens, creating a common level of benefits in terms of salary, employment, working hours, and rest time in units with the same industry while creating a common voice between employees and employers, helping both of them better understand their rights and obligations when participating in a specific organization.
New development goal of more than 31,000 union members
Mr. Le Van Dai - Vice Chairman of the Da Nang City Labor Federation - said that in 2025, the City Labor Federation set a goal of developing more than 31,000 new union members. To achieve this goal, trade unions at all levels, especially the Lien Chieu District Labor Federation - a pioneer in the movement to develop informal union members, need to urgently get involved right now. Mr. Dai suggested that the Lien Chieu District Labor Federation in 2025 focus on reviewing to develop union members in express delivery groups, pharmacists, lottery ticket sellers, etc.
According to Mr. Le Van Dai, not only Lien Chieu district but the whole city of Da Nang currently has more than 300,000 workers in the informal sector. This group of workers often has unstable jobs, low income, no labor contracts or no compulsory social insurance (SI). This is a subject that the Trade Union organization pays special attention to in order to gather, manage, support and protect legitimate rights.
"This number of workers is still disadvantaged compared to the provisions of the law, which the Trade Union organization needs to gather, manage, support, help, care for and represent and protect. Therefore, the City Labor Federation has soon paid special attention to workers in this area" - Mr. Dai said.
Identifying developing union members as a vital task of the Trade Union organization in the current period. Therefore, not only this year but also in previous years, the Da Nang City Labor Federation has always focused on innovating admission methods associated with improving the quality of union members. The Trade Union has promptly implemented solutions to build a team of union officials, especially the chairman of the non-state enterprise trade union, a team of key officials, new officials, focusing on training on skills to develop union members, establish grassroots trade unions, dialogue skills, negotiation, etc.
In the lead up to the recent traditional New Year, I had discussions with many union members of the independent kindergartens and 9 non-public kindergartens that have just signed a collective labor agreement of Lien Chieu District. And it is a good thing that many union members said that thanks to the Trade Union organization that they have enjoyed for the past Tet, their benefits are higher and more complete than previous years. What workers are always concerned about is what benefits they will get from joining the Trade Union. And this is one of the values that the Trade Union brings to them" - Mr. Dai said.
