A prominent activity of the Capital Trade Union at all levels last year was developing union members and establishing grassroots unions. In 2024, 855/492 new grassroots unions were established, reaching 173.8% of the plan, 123,666/152,200 new union members were admitted, reaching 81.2% of the plan; 46 unions were developed with 8,100 union members in the informal labor sector; bringing the total number of grassroots unions in the city to 9,898 and the total number of union members to 781,268.

In 2025, implementing the theme of "Focusing on developing union members; participating in building a clean and strong Party" of the Vietnam General Confederation of Labor and "Discipline, responsibility, action, creativity, development" of Hanoi City, the Hanoi City Confederation of Labor sets a number of targets to strive for.
