The foundation of social security
In the context of Da Nang - Quang Nam merging from July 1, 2025, the demand for social housing has increased sharply in the central area of Da Nang, especially the personnel moving to the new administrative center. However, the available supply has not kept up. Commercial housing and land prices are increasing rapidly, making it increasingly difficult for workers, especially young people, to settle down. The lack of social housing is not only a welfare problem but also becomes a barrier to recruitment, causing businesses to suffer high personnel rotation costs and reduce advantages compared to localities with better housing policies.
Recognizing this, the National Assembly and the Government issued Resolution 201/2025/QH15 and Decree 192/2025/ND-CP, creating a special mechanism for developing social housing. Da Nang has reviewed and selected 42 land plots with a total area of 109.3 hectares, ensuring enough area to deploy about 28,955 social housing units in the 2025 - 2030 period, according to the target assigned by the Prime Minister in Decision 444/QD-TTg.
However, to achieve this goal, the city must overcome a series of challenges: Long investment procedures, 20% land fund in urban projects arranged in a disjointed manner, many points are not suitable in scale and infrastructure; businesses are not really interested due to low profits and lack of clean land to build workers' accommodation in industrial parks.
In particular, many large industrial parks such as Hoa Khanh, Lien Chieu, Hoa Cam, Chu Lai, Dien Nam - Dien Ngoc have a very high demand for workers' housing, but most of them have not been planned for residential land from the beginning. That makes the existing workers' housing model not meet the civilized living - working - and living needs of workers.
Solutions to optimize land funds
Mr. Le Van Tuan - Deputy Director of the Department of Construction of Da Nang City - said: To ensure targets and build a solid foundation for social security, the Department of Construction of Da Nang proposes a system of long-term, synchronous and feasible solutions.
First of all, it is necessary to enhance the coordination role between departments, branches and localities, clearly linking responsibility with each task to ensure the progress of the 1 million social housing units project for the period 2021 - 2030. The city will continue to review the entire 20% land fund for social housing, classify according to feasibility levels and supplement planning in urban projects and industrial parks, to ensure adequate land allocation - both for social housing and workers' accommodation. An important requirement is to strictly implement the regulation on arranging land funds for workers' accommodation right in industrial parks, and at the same time study the mechanism for exchanging land funds in inappropriate locations to optimize exploitation.
Currently, the Department of Construction is conducting a comprehensive survey of social housing needs in the whole city, collecting real-life data on income, area needs, desired location, rental or purchase forms...
To create a clean land fund, the Department of Construction proposed that the City Land Fund Development Center proactively arrange funding and clear the land in advance. At the same time, it is recommended that the City People's Committee allow a policy of auctioning the 20% land fund, in order to attract potential investors and create resources for reinvestment in concentrated social housing projects" - Mr. Tuan said.
The Department of Construction affirmed that it will continue to advise on transparent policies, promote coordination between agencies and enterprises, and be determined to complete the target of 28,955 social housing units in the period of 2025 - 2030, contributing to improving the quality of life and building a sustainable Da Nang.
