Attending and directing the Congress were Mr. Cao Tuong Huy - Member of the Provincial Party Standing Committee, Party Secretary, Chairman of the People's Council of Van Don Special Zone; Mr. To Xuan Thao - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Quang Ninh Provincial Federation of Labor, representative of the Standing Committee of the Party Committee - People's Council - People's Committee - Committee - Committee of the Special Zone Fatherland Front Committee and 135 delegates representing more than 2,300 union members of 86 grassroots unions in the area.
The Van Don Special Zone Trade Union was established in June 2025 with 86 grassroots trade unions and 2,357 union members.
Although newly established, the special zone trade union organization has quickly stabilized the apparatus, effectively implemented emulation movements, and strongly focused on grassroots activities and workers.
Trade unions at all levels have promoted their role in representing and protecting the legitimate and legal rights and interests of union members; coordinated the implementation of democratic regulations, negotiated, and signed collective labor agreements at 47 enterprises. 95% of grassroots trade unions have implemented the "month of action on occupational safety and hygiene", preventing serious occupational accidents.
The work of caring for the lives of union members and workers has been promoted through the programs "Tet Sum Vay", "Worker's Month", "Union Shelter", "Union Meal".
During the term, 5 worker households were supported to build and repair houses with a total cost of 215 million VND; hundreds of union members received health check-ups, gifts, and support for those in difficulty.
The movements "Good workers, creative workers", "Outstanding advanced workers" were widely implemented, attracting a large number of union members to participate.
In the 2025-2030 term, the Van Don Special Zone Trade Union aims to develop at least 750 new union members; 100% of enterprises with 25 or more employees establish trade unions; 89% of units have collective labor agreements; 85% of grassroots trade unions apply digital transformation in activities.
Three breakthroughs are identified including: Improving the quality of representation and protection of workers; Training professional union officials; Applying technology and artificial intelligence in union activities.
Speaking at the Congress, Mr. Cao Tuong Huy and Mr. To Xuan Thao acknowledged and praised the results of the activities of the Van Don Special Zone Trade Union in the past time; requested the Executive Committee of the new term to continue to innovate the content and methods of operation; perform well the function of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers; promote emulation movements towards the goal of " old productivity - Quality - Efficiency", "Welfare guaranteed - Better Welfare".
The Congress agreed on the motto of action "Solidarity - Democracy - Discipline - Innovation - Development", calling on union members and workers to continue to promote the spirit of solidarity, creativity, build a strong trade union organization, accompany the development of the Van Don special zone in the new period.
At the Congress, the Quang Ninh Provincial Federation of Labor announced the Decision to appoint the Executive Committee of the Van Don Special Zone Trade Union, term I, 2025-2030, consisting of 7 comrades.
Ms. Le Thi Net - Vice Chairwoman of the Van Don Special Zone Fatherland Front Committee was elected to hold the position of Chairwoman of the Van Don Special Zone Trade Union for the 2025-2030 term.
