Unified structure, layout of the Charter
23 commune and ward trade unions and 105 directly affiliated grassroots trade unions have summarized and sent comments to the Nghe An Provincial Labor Federation. On that basis, the Nghe An Provincial Labor Federation summarized the comments on the draft revised and supplemented Vietnam Trade Union Charter.
100% of union members participating in contributing opinions agreed to amend the name of the leadership agency of the Vietnam Trade Union organization from "Chairman's Delegation" to "Standing Committee". The opinions also agreed on the structure and layout of the Charter, including the Preface, 10 chapters, and 47 articles.
Regarding the Trade Union organization system, the report proposes to amend the phrase "levels" to "3 levels". According to the Nghe An Trade Union, the Charter needs to clearly define the organization system according to 3 levels including the Central level, the upper-level grassroots trade union and the grassroots trade union, ensuring clarity, unity, and conformity with the current organizational and operational practices.
For commune, ward, and special zone trade union organizations, Nghe An Trade Union proposed to add the phrase "or inter-communal, ward, and special zone" to accurately reflect the reality of union members being gathered in many communes and wards.
At the same time, reporting and proposing to supplement powers for Commune, Ward, and Special Zone Trade Unions such as classifying grassroots trade unions, deciding to establish grassroots trade unions, recognizing the Executive Committee, Inspection Committee of grassroots trade unions, and trade unions, in order to facilitate leadership and direction of activities at the grassroots level.
Proposal close to grassroots operations
A noteworthy content is that the Nghe An Trade Union proposed to add to Article 2 of the draft the right to "access trade union digital data" of union members.
Regarding the Executive Committee meeting, the Standing Committee, the Inspection Committee of trade unions at all levels, Nghe An Trade Union proposed to adjust in the direction of reducing the frequency of meetings for commune, ward, special zone trade unions, grassroots trade unions, and grassroots trade unions; and at the same time supplement regulations on online meetings when conditions are guaranteed.
Regarding the conditions for establishing grassroots trade unions, it is proposed to amend the regulation from "5 union members or 5 or more employees" to "10 union members or 10 or more employees". According to assessments, units and businesses with fewer than 10 union members often operate ineffectively, making it difficult to ensure revenue and maintain operations.
Nghe An Trade Union also proposed to clarify the authority to establish mass women's committees; specifically stipulate the basis for calculating union dues of 0.5% according to which salary level; adjust regulations on the Trade Union Inspection Committee for grassroots trade unions with fewer than 100 members; supplement forms of commendation and emulation titles of the Trade Union organization into the Charter.
