Attending the conference were Ms. Thai Thu Xuong - Standing Vice President of the Vietnam General Confederation of Labour; Mr. Nguyen Minh Phu - Vice Chairman of Dien Bien Provincial People's Committee and representatives of leaders of 7 northern mountainous and border provinces (Dien Bien, Son La, Lai Chau, Lao Cai, Lang Son, Cao Bang, Tuyen Quang).
Currently, the Labor Federations of the provinces in the cluster are directly managing 1,454 grassroots trade unions with more than 115,600 union members. The average income of workers is basically guaranteed, reaching from 6.5 to 8.6 million VND/person/month.
In 2025, patriotic emulation movements were widely deployed, typically such as "Good Labor - Creative Labor", "Green - Clean - Beautiful, ensuring labor safety and hygiene", "Good at work - Good at homework", attracting a large number of union members to participate.
Taking care of workers' lives continues to be a bright spot. Through the "Tet Sum vay - Xuan chia se" program, trade union levels have presented nearly 200,000 gifts with a total value of over 99 billion VND. The "Trade Union Shelter" program supports the construction and repair of 202 houses with a cost of over 10 billion VND. The entire Cluster newly admitted 6,491 union members and established 97 grassroots trade unions in 2025.
In 2026, the Emulation Cluster identified the focus as continuing to innovate the content and methods of trade union activities; improving the effectiveness of representing and protecting the rights of workers. At the same time, promoting collective dialogue and negotiation; better caring for the material and spiritual life of union members.
At the conference, delegates discussed and approved the operating plan of the 2026 emulation cluster; launched an emulation movement among officials, union members, and workers in 2026 and signed an emulation agreement in 2026.
Speaking to direct the conference, Ms. Thai Thu Xuong - Standing Vice President of the Vietnam General Confederation of Labour - emphasized that in the coming time, the Provincial Confederations of Labour need to focus on strongly innovating the content and methods of effective operation; taking the rights of union members and workers as the center.
At the same time, promote collective dialogue and negotiation, focusing on salaries, bonuses, working conditions and occupational safety and health; especially female workers. In addition, strengthen care for life and welfare for union members, especially during Tet and Workers' Month.
At the conference, emulation in 2026 was launched and emulation agreements were signed. On this occasion, the emulation cluster proposed that the Vietnam General Confederation of Labour award the Excellent Emulation Flag of 2025 to the Son La Provincial Labor Federation and award Certificates of Merit to the Labor Federations of the provinces: Dien Bien, Lang Son.
At the same time, handing over the task of head of the emulation cluster in 2026 to the Dien Bien Provincial Labor Federation and deputy head to the Cao Bang Provincial Labor Federation.
