Mr. Ha Van Hai (name has been changed, in Tam Ky, Quang Nam) said that in 2024, Mr. A was classified as Excellent in completing his tasks.

Regarding the above reflection and recommendation, the Ministry of Home Affairs has responded on the Electronic Information Portal.
According to the Ministry of Home Affairs, the Law on Emulation and Commendation has stipulated the standards for emulation titles and specific forms of commendation. Particularly for the form of Certificate of Merit, Clause 2, Article 75 of the Law on Emulation and Commendation stipulates:
"Ministries, departments, branches and provinces, within the scope of their tasks and powers, shall specify in detail and provide specific guidance on criteria for awarding certificates of merit to individuals, collectives and households under their management authority."
Therefore, based on legal regulations and practical situations, the consideration of rewards for individuals must be based on specific conditions and standards that have been prescribed; at the same time, ensuring the general principles prescribed in Clause 2, Article 5 of the Law on Emulation and Commendation.
Accordingly, rewards are made according to the following principles:
a) Accurate, public, transparent, fair and timely;
b) Ensure consistency between the form, subject of reward and merits and achievements;
c) A form of reward can be given many times to one subject; do not give multiple rewards, in many forms, for one achievement; reward according to the achievement;
d) Focus on rewarding individuals, collectives, and households directly involved in labor, production, and business; individuals and collectives working in border areas, at sea, on islands, and areas with especially difficult socio-economic conditions.
