Faced with the increasing demands of digital transformation and integration, building a team of workers with knowledge, professional skills and adaptability is becoming a key task of the Trade Union organization," Ms. Huynh Thi Tuyet Vui - Chairwoman of the Dong Thap Provincial Labor Federation (LĐLĐ) shared.
Accordingly, lifelong learning is identified as the foundation for improving the quality of human resources, contributing to building a modern labor force, meeting the development requirements of businesses and localities in the new period.

To concretize this orientation, the Dong Thap Provincial Labor Federation has just issued Plan No. 48/KH-LDLD to implement the Program "Promoting lifelong learning activities among workers at enterprises" for the period 2026-2030.
Accordingly, by 2030, the province strives for 90% of workers at enterprises to be propagated, disseminated and study the Party's guidelines, policies, laws of the State and regulations related to the Trade Union organization. At the same time, 75% of workers participate in training programs to improve professional qualifications and skills; 75% are equipped with essential skills such as industrial labor style, cultural behavior, health care, traffic safety and building happy families.

Dong Thap also sets a target of 65% of workers being disseminated knowledge about information technology and digital technology to improve the ability to exploit digital platforms in studying and working. Along with that is the target of 50% of workers achieving the title "Learning Citizen" according to the national criteria set.
Establishing these high targets shows the determination of the Dong Thap Trade Union organization in making lifelong learning a driving force to improve the quality of human resources. Notably, these goals are not built from subjective expectations but based on the foundation of results that have been verified in practice.
Results lay the foundation for new goals
Looking back at the 2022-2025 period, the lifelong learning movement among workers in Dong Thap has recorded many positive results, creating a premise for the locality to continue to set higher goals in the 2026-2030 period.
By the end of 2025, the whole province has 155,008 workers, equivalent to 92%, who know how to use the internet to search for information, learn online and interact safely in the online environment. This result is more than double the target of 40% according to Decision No. 1268/QD-TTg of the Prime Minister.

Not only improving digital capacity, trade union levels also coordinate with businesses to include training content, fostering qualifications and professional skills in 146 collective labor agreements, thereby creating conditions for workers to learn and improve their skills right in the working process.
In addition, 642 out of a total of 754 grassroots trade unions have mobilized businesses to allocate regular funds to encourage workers to study, with a total resource of about 40 billion VND. The fact that businesses accompany investment in training has contributed to forming a learning environment in the business, helping workers proactively update knowledge and adapt to the increasing demands of the labor market.
The above results are proof that lifelong learning no longer stops at a propaganda movement, but gradually becomes a practical solution to improve the quality of human resources, while creating a basis for Dong Thap to boldly set higher goals in the new period.
Innovating methods for lifelong learning to go deeper
To realize the goals by 2030, the Dong Thap Provincial Labor Federation identifies innovation in organizational methods as a key solution. According to Ms. Tuyet Vui, in addition to continuing to replicate the models "Digital Learning Space", "Worker Learning Club", the lifelong learning movement will be integrated with the "Digital Education for All" movement and the campaign "Good Labor, High Productivity, Good Income", creating conditions for workers to study flexibly, suitable to the production conditions of enterprises.

A noteworthy new point is strengthening the application of artificial intelligence (AI) in propaganda, training and fostering workers. At the same time, trade union levels will coordinate with businesses to incorporate internal training content and digital skills development into operating regulations and collective labor agreements, contributing to building a regular learning environment right at the workplace.
It can be seen that taking lifelong learning as a foundation for human resource development not only aims to improve the qualifications of each worker but also contributes to building a modern worker team, capable of adapting to digital transformation and the development requirements of the economy. This is also the basis for Dong Thap to continue to improve competitiveness, attract investment and develop sustainably in the coming time.
