Improving the quality of models bearing the union's mark
At the closing session of the 1st National Party Congress of the Fatherland Front (VFF) and Central Trade Unions for the 2025-2030 term, in the presentation, Mr. Ngo Duy Hieu - Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor presented the content of improving the leadership capacity of the Party Committee of the Vietnam General Confederation of Labor in performing a number of important tasks of the Trade Union organization.
Mr. Ngo Duy Hieu said that as one of the party organizations with a large number of party members in the Fatherland Front Party Committee and Central organizations, with more than 500 party members working in 11 affiliated Party cells and party committees, the Party Committee of the Vietnam General Confederation of Labor performs the task of leading affiliated party organizations, while leading and orienting the activities of the Vietnam Trade Union, representing more than 9 million union members and more than 60,000 grassroots trade unions.
Performing the functions and tasks according to the provisions of the Charter and other regulations of the Party, the Party Delegation of the former General Confederation of Labor and the current Party Committee of the General Confederation of Labor always attach importance to and promote the leadership role in implementing political tasks of the Trade Union organization.
Mr. Ngo Duy Hieu said that representing, caring for, and protecting the rights of workers is the most important and congenital function of the Trade Union organization, identified by the Party Committee of the Vietnam General Confederation of Labor as the central task that needs to be prioritized for leadership, direction and investment in resources, associated with the implementation of the Party's policies and resolutions on social security, building labor relations and building the Vietnamese working class.
Every year and during peak periods, the Standing Committee of the Party Committee issues major policies and orientations on the work of representing, caring for, and protecting the rights of workers; directing the work of developing union members, establishing grassroots unions, developing party members in non-state enterprises with the awareness: doing a good job of representing, caring for, and protecting the rights of workers will strengthen trust, promote the work of developing union members, establishing grassroots unions, and developing party members in enterprises. In turn, in enterprises with trade unions, party members, and party organizations, the representation, care for, and protection of workers' rights are implemented more systematically and effectively.
Along with the promulgation of policies and resolutions, the work of urging, guiding, inspecting and supervising to ensure the work of representing, caring for, protecting the rights of workers and the work of developing party members has been widely and effectively implemented. Thanks to that, in the past 5 years, in these areas of work, the Trade Union organization has achieved many results.
Focus on directing the improvement of the quality of models bearing the strong union mark such as "Tet Sum Vay", "Worker's Month", "Union Shelter"; explore and implement a number of new models that have been widely welcomed by workers such as "Union Tet Market", "Zero-VND Market", "Union Meal", "The Ball award has been given to workers and civil servants nationwide" ... During the COVID-19 pandemic, the Party Committee directed the Presidium of the General Confederation to issue and organize the implementation of 5 large-scale support packages for union members and workers affected by the epidemic with a total amount of nearly 6 trillion VND, more than 10 million beneficiaries.
The Party Committee of the General Confederation of Labor has directed the promotion of the role of trade unions at all levels in councils, committees, steering committees, and elected mechanisms. Effectively participate in the National Wage Council with the proposal and negotiation to increase the minimum wage in the past 5 years by 24.7%. Direct the improvement of the effectiveness of implementing and supervising the implementation of democracy at the grassroots level, dialogue at the workplace, implementation of collective bargaining activities, contributing to increasing income and improving working conditions for workers, contributing to building harmonious, stable and progressive labor relations. In addition, the development and participation in the development of legal policies has received attention and investment. The highlight of that term was that the General Confederation of Labor drafted, submitted and approved by the National Assembly the draft Law on Trade Unions (amended).
Pay attention to training excellent workers to become cadres in the political system
The Party Committee of the General Confederation of Labor has paid attention to leading and directing the implementation of many solutions to discover and introduce outstanding union members for the Party to train and consider admission. In the period of 2020 - 2024, grassroots trade unions have introduced more than 731,701 outstanding union members. The number of outstanding union members admitted to the Communist Party of Vietnam is 385,652 comrades, of which the rate of outstanding union members outside the state sector is more than 11%.
To achieve the above results, trade unions at all levels have done a good job of propaganda, political and ideological education, associated with studying and following Ho Chi Minh's ideology, morality and style among union officials and union members; persistently introducing and propagating to union members about the Communist Party of Vietnam; launching and implementing patriotic emulation movements to detect positive factors and outstanding union members; assigning targets for developing party members to trade union levels; participating with the Party Committee to propagate and mobilize business owners in establishing a party organization, creating conditions for the Party to operate at enterprises.
The past 5 years have shown that consolidating and developing the Party organization in non-state enterprises is both an objective requirement to enhance the comprehensive leadership of the Party in all economic sectors, and an opportunity and a condition to promote the pioneering and exemplary role of Party members and union members, contributing to orienting and promoting the sustainable development of enterprises, building a strong Party and Trade Union organization, thereby helping the implementation of the task of representing, protecting and caring for union members and workers to be more effective and comprehensive.
Mr. Ngo Duy Hieu said that at the end of the 2020-2025 term, the Party issued many major, breakthrough, and strategic policies and orientations, with a profound impact on the whole society, including the Trade Union organization, especially the 4 resolutions "The Four pillars of the Ministry". thoroughly grasping the content and tasks assigned and directed by the Vietnam Fatherland Front Party Committee, Central organizations, and the Party Committee of the Vietnam General Confederation of Labor, the Union and workers nationwide have a very important role in bringing the resolutions into life, creating new and great values, contributing to the national departure journey.
On behalf of the Party Delegation of the General Confederation, Mr. Ngo Duy Hieu suggested that the Politburo and the Party Committee of the Vietnam Fatherland Front and Central organizations continue to pay attention to leading and directing through breakthrough solutions in Party development work in non-state enterprises to increase the proportion of workers in the Party member structure to enhance the nature of the Party's working class; pay attention to training excellent workers to become cadres in the political system; have a reasonable ratio at all levels for cadres who have grown up from workers and trade unions according to Resolution 02...
