The Provincial Department of Health is seeking opinions to draft a Resolution to submit to the Provincial People's Committee for consideration and approval by the Provincial People's Council. The drafting of the Resolution on remuneration for doctors aims to limit the situation of quitting, leaving work, and transferring to private medical facilities with more attractive salaries.
According to Mr. Ly Minh Thai, in the period of 2019-2021, Gia Lai health sector has 4 units self-insurance of all regular operating expenses, 21 units self-insurance of part of regular expenses, 2 units with the State budget ensuring all regular operating expenses. Currently, many public hospitals are facing difficulties, revenue is not enough to cover expenses, many doctors and nurses from public hospitals have transferred to private hospitals...
The implementation of the financial autonomy mechanism has created initiative for units in managing financial expenditures, gradually reducing the intervention of management agencies. However, besides the advantages, there are still some obstacles and difficulties such as the deterioration of facilities in some units, lack of high-tech equipment and lack of specialized doctors.
At Gia Lai General Hospital, the hospital infrastructure was built in 2001, including administrative buildings, emergency rooms, clinics, treatment rooms, testing rooms, etc. Currently, these buildings have seriously degraded. In addition, most of the equipment has been used for too long, many of the equipment are old and outdated, while the budget allocated for purchasing medical equipment from the budget is very small, insignificant compared to actual needs.
Some district health centers lack high-tech medical equipment such as color ultrasound, digital X-ray, automatic biochemical testing machines, etc., so they cannot attract patients, and the unit's revenue decreases. Health insurance payments are still slow, especially those exceeding the ceiling and health insurance medical examination and treatment fund.
According to statistics, in 2023, Gia Lai General Hospital had up to 35 employees quitting their jobs. The main reason was that their income was not commensurate with their work. It is expected that in 2024, the hospital will have a salary and salary-based income shortage of over 12.7 billion VND.

In particular, Gia Lai General Hospital hopes that the province will have a good treatment mechanism to retain good doctors and nurses, improve the working environment, salary, allowances, etc. Chairman of the Provincial People's Committee Rah Lan Chung affirmed that the province will work with departments and branches to find solutions with the motto of not letting the salary of the medical staff be lacking.
Gia Lai Provincial People's Committee also requested the Department of Health to study the Party's directives and resolutions related to the health sector, to advise the province to remove some difficulties and obstacles regarding facilities, medical equipment, human resources, etc.
