Instructions for arranging mass associations according to new administrative units at the commune level

The arrangement of mass associations according to new administrative units at the commune level is based on Instruction 05/HD-MTTW-BTT.

On behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF), Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front - signed and issued Instruction 05/HD-MTTW-BTT on continuing to reorganize, streamline and consolidate mass associations assigned by the Party and State at the provincial and commune levels.

Guidelines on regulating a number of contents related to the arrangement, streamlining, and consolidation of the apparatus of mass associations assigned by the Party and the State that are operating at the provincial and commune levels (including associations that have been reorganized and consolidated according to new administrative units and associations that have not been reorganized or consolidated).

According to the Instruction, the arrangement of associations according to new administrative units (applicable to localities at the provincial and commune levels that are merged) is implemented as follows:

- Associations operating at the provincial and commune levels have the same name, field, and subject of operation when merging to keep the name of the provincial-level association, or communes under a new administrative unit (for example, Thai Nguyen and Bac Kan provinces merged and named Thai Nguyen province, accordingly, Thai Nguyen province's Association A merged with Association A of Bac Kan province, named Association A of Thai Nguyen province (new).

- In case one province or commune has an association, while the other province or commune does not have an association with the same name and field of activity, the following shall be done:

+ For the provincial level: The association operates in one province or city before the merger, then continue to operate under a new administrative unit.

For example: Hoa Binh, Phu Tho, Vinh Phuc provinces merged into the new Phu Tho province. If Hoa Binh province has Association X (which the two provinces of Phu Tho and Vinh Phuc do not have), Association X will continue to operate under the new Phu Tho province.

+ For commune level:

i) If the Association organization has a scope of operation greater than or equal to 1/3 of the corresponding administrative units at the same level before the merger, the Association organization shall continue to operate according to regulations and rename the new administrative unit (For example, communes A, B, and C are merged and named as communes A, accordingly, commune A has Association D but other communes do not have such an association, if Association D continues to operate, the Association's name is taken according to commune A).

II) If the Association organization has a scope of operation of less than 1/3 of the corresponding administrative units at the same level before the merger, based on the actual situation, the Standing Committee of the Vietnam Fatherland Front Committee at the commune level will preside over and coordinate with relevant parties, discuss with mass organizations, and propose to the Standing Committee of the Commune Party Committee to consider deciding whether to continue the Association's activities or not. If the Association continues to operate, it will carry out the arrangement as stated in Point (i) above. If the Association does not continue to operate, it will dissolve itself according to Decree No. 126/2024/ND-CP dated October 8, 2024 of the Government.
