In recent years, the Department of Labor, Invalids and Social Affairs of Hoa Binh province has presided over and coordinated with departments, branches, sectors and People's Committees of districts and cities to guide grassroots trade unions in negotiating, signing and implementing collective labor agreements (CLAs) at enterprises with trade union organizations with more beneficial contents for union members and employees according to the law.
According to the report, as of June 2024, there were 231 enterprises with trade unions in the province, with a total of over 34,000 workers (including 7 state-owned enterprises and 224 non-state enterprises). Most enterprises held annual dialogue conferences, of which 172/231 enterprises signed the Collective Labor Agreement (reaching 75%).
Many agreements are more beneficial, achieving more provisions than the law for workers, focusing on collective welfare, improving working conditions, labor protection, conciliation and negotiation when there are labor disputes, etc.
However, the dialogue, negotiation and signing of collective labor agreements have not really received much attention from employers and employees.
Currently, 25% of enterprises have not signed collective labor agreements, and the number of collective labor agreements reaching type A is not much. The negotiation and signing process of collective labor agreements has not followed the process of synthesizing and selecting employees' opinions before organizing the signing, and has not been approved by the consensus of the labor collective.
Many businesses sign contracts that are merely formalities and do not meet the wishes of employees. This is the reason why labor relations are not really stable and the rights of employees are not properly guaranteed.
Talking to reporters, Mr. Bui Manh Cuong - Deputy Director of the Department of Labor, Invalids and Social Affairs said: "In the coming time, the Department will continue to promote propaganda work, raise awareness of Party committees, authorities, employers and employees about the role, significance and importance of dialogue, negotiation, signing and implementation of the Collective Labor Agreement. In addition, innovate the work of fostering and training knowledge and skills for grassroots trade union officials in the enterprise sector directly participating in negotiations with employers in building the Collective Labor Agreement".
According to the general goal of the Vietnam General Confederation of Labor by 2028, the Department strives to have at least 85% of enterprises and units with trade union organizations qualified to represent, negotiate and sign collective labor agreements in accordance with the law.
Organizing working dialogue and collective bargaining activities creates a safe, equal and fair working environment for workers, while contributing to socio-economic stability and promoting sustainable development of the Province.
