On June 10, the Nha Trang City Labor Federation (LDLD) announced the decision on dissolving and ending the activities of grassroots trade unions (CDCS) of administrative agencies and public service units receiving 100% of salaries from the State budget.
According to the leader of Nha Trang City Labor Federation, implementing the policy of reorganizing the apparatus and administrative units according to the conclusion of 157KL-TW of the Politburo, Official Dispatch No. 4173/TLD-ToC of the Vietnam General Confederation of Labor and Official Dispatch No. 966/LD dated June 4, 2025 of the Khanh Hoa Provincial Labor Federation on the reorganization of trade union organizations.
The Standing Committee of Nha Trang City Labor Federation decided to dissolve the organization and end the activities of the Executive Committee, the Standing Committee (if any), the Inspection Committee (if any) of the grassroots trade unions of administrative agencies and public service units receiving 100% of salaries from the State budget from June 15, 2025.
According to regulations, public service units with a self-guarantee level for regular operating expenses determined according to the plan prescribed in Article 10 of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government is below 10%; public service units without career revenue will be subject to dissolution and end of operation in Nha Trang, which is 163 grassroots unions with more than 7,000 union members. Of which, 107 are grassroots unions in the education sector.
Cadres, civil servants and public employees receiving 100% of their salary from the State budget are no longer union members since the date of the grassroots union's dissolution.
The Executive Committee of the dissolved Trade Union is responsible for handing over the union financial numbers, accounting documents, accounting books and remaining accounting documents to the Nha Trang City Labor Federation for management before the disolution date. At the same time, the stamp was handed over and canceled to the Department of Administrative Management of Social Order Police, Khanh Hoa Provincial Police according to the law.
