Many businesses are delaying social insurance contributions
On the afternoon of January 15, information at the press conference on socio-economics of Khanh Hoa province in 2025, representatives of Social Insurance Region XXIV said that in 2025, the situation of violating social insurance (SI) contribution obligations in Khanh Hoa province is still complicated.
The whole province has 1,825 labor-using units owing social insurance in 2025. Through measures to urge and recover debts, many units have overcome financial obligations. Specifically, 986 labor-using units have paid enough debts, with a total recovered amount of more than 36.99 billion VND.
In addition, 237 units have partially overcome, with the amount paid being more than 12.53 billion VND. To date, there are still 839 labor-using units that have not overcome the situation of social insurance debt. Of which, 481 units only employ 1 worker.

Notably, many businesses regularly change headquarters, change contacts, and do not respond to documents from functional agencies. Some units have actually stopped production and business activities but still have legal issues to handle outstanding debts.
As of December 31, 2025, the provincial social insurance debt ratio is 2.36%, lower than the 2.77% assigned by Vietnam Social Security. However, functional agencies assess that the risk of new debts and prolonged debts is still high.
Among the violating units, many businesses owe social insurance with large amounts of money, lasting for many years, no longer able to pay and are in the process of going bankrupt.
Typically, Cam Ranh Shipbuilding Co., Ltd., with social insurance debts of nearly 29.92 billion VND. This enterprise was issued a bankruptcy decision by the Khanh Hoa Provincial People's Court.
Similarly, Nha Trang Shipbuilding Co., Ltd. is owing more than 22.14 billion VND of social insurance and has sent a request to open bankruptcy proceedings to Khanh Hoa Provincial People's Court.
Some businesses are still operating but have prolonged social insurance debts for many years, with large amounts being Mai Linh Group Joint Stock Company Branch in Nha Trang, owing more than 5.21 billion VND; Mai Linh Nha Trang Co., Ltd. owing nearly 910 million VND; Water Supply and Drainage Construction Joint Stock Company No. 12 owing more than 2.03 billion VND.
Strengthen coordination in handling and protecting the rights of workers
Although the social insurance agency has implemented many drastic solutions, the whole province still has hundreds of units using labor (SDLD) that are slow and evade social insurance contributions, directly affecting the rights of workers.

Faced with the above situation, Khanh Hoa Provincial Social Insurance said that it has been and is implementing many synchronous measures such as: Sending monthly debt notices, calling to urge, inviting businesses to work directly, issuing official letters requesting the implementation of social insurance, health insurance, and unemployment insurance obligations...
At the same time, the Provincial Social Insurance coordinates with the Tax authorities to verify the operating status of enterprises; coordinate with the Provincial Labor Federation, the Department of Home Affairs, and the Provincial Police to request units to comply with the law on social insurance; advise the Khanh Hoa Provincial People's Committee to sanction administrative violations according to regulations.
