Mr. Nguyen Phu Hoang - Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Lam Dong Provincial Federation of Labor (LDLD) - said that after the arrangement of provincial and commune-level administrative units, many new issues arose for local union activities.
Lam Dong is currently the province with the largest scale in the country with an area of over 24,000km2, some remote areas are still difficult to travel. After the end of the agency and unit union activities receiving 100% of salaries from the State budget, the whole province still has 1,066 grassroots unions with more than 92,000 union members.
"Despite many difficulties due to major changes in organization, trade union apparatus and government at both levels, we have quickly started working, both implementing and resolving, determined not to let activities be interrupted" - Mr. Hoang emphasized.
First of all, the Provincial Federation of Labor has consolidated and perfected the executive committee, standing committee, inspection committee and union staff at all levels. For grassroots trade unions, units issuing decisions to receive and recognize key positions, creating a legal basis for registering seals, opening accounts and organizing activities according to regulations. At the same time, develop a project to establish a commune, ward, and special zone trade union, and submit it to the Provincial Party Committee for approval. To date, 11 commune, ward and special zone trade unions have been established and operate stably.
At the same time, the Provincial Federation of Labor will develop a working program for the last 6 months of 2025, launch an emulation movement, set specific targets, and assign staff to closely follow the grassroots to guide and support activities.
After nearly 2 months of operation, the province has established 5 new grassroots unions with more than 300 union members. Many grassroots trade unions, commune, ward and special zone trade unions have organized visits, presented gifts, and cultural and sports activities, contributing to improving the lives of union members and workers.
In particular, on the occasion of the 96th anniversary of the founding of the Vietnam Trade Union (July 28) and the 80th anniversary of the August Revolution and National Day (September 2), 25 grassroots trade unions organized "Union Meals" for more than 21,500 union members and workers with a total budget of nearly 1.2 billion VND. However, Mr. Nguyen Phu Hoang also said that trade union activities in Lam Dong still face many difficulties. Currently, out of 124 commune-level administrative units, only 17 units are qualified to establish commune, ward and special zone trade unions. For the remaining 107 units, according to the project, it is expected to establish 13 inter-commune and ward trade union clusters, but this still has many problems with the organization and personnel.
In addition, regulations on the functions, tasks, and operating mechanisms of commune, ward, special zone and inter-commune trade union clusters are still not specific; the division of functions between the Trade Union Working Committee and the advisory committees of the Provincial Fatherland Front is also not very clear.
According to Mr. Hoang, these are practical issues that need the Central Government and the Vietnam General Confederation of Labor to promptly issue instructions and instructions to promptly resolve them, helping trade unions at all levels adapt to the new organizational structure and accompany the two-level authorities.
