According to Directive No. 14, in the past time, businesses in Lao Cai province have developed rapidly in both quantity and quality, and the types and fields of production and business are increasingly diverse.
Under the leadership of Party committees at all levels, the coordination of the government, the Fatherland Front and socio-political organizations, trade union activities have many innovations, performing well the function of representing and protecting the legitimate and lawful rights and interests of workers.

However, the work of developing union members and establishing grassroots trade unions in the non-state business sector is still limited and not commensurate with the speed of business development.
Some businesses have not established trade union organizations; the activities of some grassroots trade unions are still formalistic; grasping the thoughts and aspirations of workers is still slow; propaganda and mobilization work in some places is not effective.
To overcome the shortcomings, the Standing Committee of the Lao Cai Provincial Party Committee requests Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations to focus on leading and directing the good implementation of key tasks.

In which, strengthening the leadership of Party committees at all levels over trade union activities and the development of grassroots trade unions; enhancing the responsibility of the government in consolidating, building and developing grassroots trade unions; promoting the role of the Fatherland Front, socio-political organizations in the development of grassroots trade unions in the non-state enterprise sector.
The Directive sets a target of establishing 20 new grassroots trade unions each year; striving to have nearly 500 grassroots trade unions in non-state-owned enterprises by 2030; admitting 1,500 new union members each year, striving to have 39,656 trade union members in this area by 2030.
