Circular No. 15/2025/TT-NHNN of the State Bank of Vietnam (effective from August 14, 2025) guides the structure of civil servants according to professional titles and norms for the number of employees in public service units in the banking sector.
According to the Circular, the basis for determining the structure of civil servants according to professional titles and norms for the number of employees is stipulated as follows:
1. The structure of civil servants according to professional titles in public service units in the banking sector operating in the field of credit information is determined according to the provisions of Clause 5, Article 3, Clause 3, Article 4 of Decree No. 106/2020/ND-CP dated September 10, 2020 of the Government on job positions and number of employees in public service units.
2. The coefficient for the number of employees in public service units in the banking sector operating in the field of credit information is determined according to the provisions of Clause 2, Article 4 of Decree No. 106/2020/ND-CP, Point d, Clause 1, Article 5 of Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government regulating the establishment, reorganization, and dissolution of public service units and the following grounds:
a) Number of new organizations participating in credit information activities;
b) Number of customer records with outstanding debts at credit institutions;
c) Number of credit information reports provided;
d) Number of customers rated by credit and credit ratings;
d) Requirements for developing credit information professional activities;
e) Current status of infrastructure and level of application of information technology; requirements for ensuring information technology safety and security;
g) List of job positions.
3. The number of employees of public service units in the banking sector operating in the credit information sector does not include the number of employees in support and service positions.
Circular No. 14/2025/TT-BNV of the Ministry of Home Affairs (effective from September 16, 2025) stipulates the criteria for classification, conditions for establishing, reorganizing, and dissolving public service units in the archival sector.
According to the Circular, public service units in the archival sector are established when meeting the following conditions:
1. Conditions as prescribed in Clause 1, Article 5 of Decree No. 120/2020/ND-CP.
2. Specific conditions:
a) Having the function and task of state historical archives;
b) Provided with public service, serving state management in the field of archiving;
c) Ensure the number of employees according to the norms for the number of employees in public service units in the archival sector.
For public service units that self-insure regular expenditures, public service units that self-insure regular expenditures and investment expenditures, when these units are established, the minimum number of civil servants shall be determined according to the Establishment Project.
3. In addition to the conditions specified in Clauses 1 and 2 of this Article, the establishment of public service units in the archival sector must also meet other conditions as prescribed by relevant laws (if any).
