The Government has just issued Decree 143/2024/ND-CP on voluntary occupational accident insurance for employees working without labor contracts.
Article 11 of Decree 143/2024/ND-CP stipulates the payment method and payment level of employees participating in voluntary occupational accident insurance.
Payment method: Employees participating in voluntary occupational accident insurance register with the social insurance agency in one of two ways:
- Pay every 6 months;
- Pay every 12 months.
People participating in voluntary occupational accident insurance can change their payment method. The change in payment method is made after completing the previously registered payment cycle.
Voluntary occupational accident insurance premium:
- The 6-month contribution level is equal to 6% of the minimum monthly salary in region IV; (currently, the minimum salary in region IV according to Decree 74/2024/ND-CP is 3,450,000 VND/month).
- The 12-month contribution level is equal to 12% of the minimum monthly salary in region IV.
The time to pay voluntary occupational accident insurance is as follows:
- First time, immediately upon registration for voluntary occupational accident insurance;
- Next time, within 10 days before the end of the closing cycle.
- Immediately upon re-registering for voluntary occupational accident insurance.
Article 12 of Decree 143/2024 also stipulates support for occupational accident insurance premiums for employees working without a labor contract who participate in voluntary occupational accident insurance.
Accordingly, employees working without a labor contract and participating in voluntary occupational accident insurance will receive State support for premium payment at a percentage of the occupational accident insurance premium payment:
- 30% for voluntary occupational accident insurance participants from poor households according to the poverty line of rural areas;
- Equal to 25% for voluntary occupational accident insurance participants from near-poor households according to the near-poor household standard in rural areas;
- 10% for other employees.
Decree 143/2024/ND-CP takes effect from January 1, 2025.
