Resolution No. 21/2025/NQ-HDND of the Ninh Binh Provincial People's Council stipulates policies to further support social insurance contributions for voluntary social insurance participants in Ninh Binh province in the period 2026-2030.
The Resolution takes effect from January 1, 2026 to the end of December 31, 2030.
The subjects of application of the Resolution are voluntary social insurance participants according to the provisions of law on permanent social insurance in Ninh Binh province according to the provisions of the Law on Residence belonging to the following subjects: Participants from poor households; participants from near-poor households; participants who are ethnic minorities.
In addition to the support level according to the Government's regulations, the above subjects are additionally supported with contribution costs at a percentage of the total monthly voluntary social insurance contribution level according to the poverty line of rural areas as prescribed in Clause 2, Article 31 and Clause 1, Article 36 of the 2024 Law on Social Insurance, specifically:
a) Participants from poor households: Additional support of 30% from the total contribution level.
b) Participants from near-poor households: Additional support of 20% on total contributions.
c) Participants who are ethnic minorities: Additional support of 20% on the total contribution level.
In case one person belongs to many subjects entitled to support policies according to this Resolution, they will be supported according to the subject with the highest level of support.
Currently, the State's support level for voluntary social insurance participants is regulated in Decree 159/2025/ND-CP. Accordingly, voluntary social insurance participants are supported by the State with contributions at a percentage of the monthly voluntary social insurance contribution level according to the poverty line of rural areas as prescribed in Clause 2, Article 31 and Clause 1, Article 36 of the 2024 Social Insurance Law, specifically:
- Equal to 50% for participants from poor households, people living in island communes, special zones according to the regulations of the Government and the Prime Minister;
- Equal to 40% for participants from near-poor households;
- Equal to 30% for participants who are ethnic minorities;
- Equal to 20% for other participants.
