The decision of the Vietnam General Confederation of Labor just issued takes effect from January 1, 2026, replacing Decision No. 5692/QD-TLD dated December 8, 2022 of the Presidium of the Vietnam General Confederation of Labor stipulating the allowance regime for trade union officials.
According to the regulations issued with the decision, the allowance for concurrently holding the position of chairman and vice chairman of the upper-level trade union is as follows:
Compulsory allowance payment titles include:
Person holding the title of leader, manager of specialized agency concurrently holding the title of chairman, vice chairman of the same-level trade union.
Senior trade union officials concurrently hold the positions of chairman and vice chairman of lower-level trade unions that are special-level upper-level trade unions; commune, ward, and special-area trade unions.
The level of part-time allowance is as follows:
a) The concurrent chairman of the trade union is entitled to a monthly allowance equal to 10% of the salary and allowances currently paid for social insurance.
b) The concurrent Vice Chairman of the Trade Union is entitled to a monthly allowance equal to 7% of the salary and allowances currently paid for social insurance.
