In 2024, Hai Phong will have no collective work stoppages thanks to labor agreements

Thanks to the good implementation of democratic regulations, negotiation, and signing of quality collective labor agreements, in 2024, labor relations in Hai Phong City will be harmonious, stable, and there will be no collective work stoppages.

Timely resolution of employee complaints

On December 18, the Trade Union and LG Electronics Co., Ltd. (Trang Due Industrial Park) jointly organized the 2024 Labor Conference. Attending the conference, Mr. Nguyen Hong Quang - Vice Chairman of the Hai Phong Economic Zone Trade Union - said that the Labor Conference was organized in accordance with procedures and regulations.

Most of the employees' requests were thoroughly answered by the company and the union, receiving enthusiastic support from the employees. Typically, with the employees' request to reduce working hours/week, the company and the union negotiated to reduce from 48 hours to 44 hours. In case the Government agrees to reduce 48 working hours/week to 44 hours, the company will have a basis to negotiate down to 40 hours/week as the employees wish.

In addition to LG Electronics Co., Ltd., according to statistics from the Hai Phong City Labor Federation, in 2024, the city's Labor Unions at all levels directed 1,175/1,175 agencies and units to organize conferences for civil servants (100%), 1,409/1,657 units and enterprises to organize labor conferences (85%). The number of enterprises organizing periodic dialogues was 1,315 units; 1,406 dialogues at the workplace (counted into the period of organizing labor conferences and dialogues at the request of the parties).

Particularly at enterprises in industrial parks, 316/335 units organized dialogues, reaching 94.3% with 4,852 recommendations resolved, focusing on urgent and specific issues for workers such as salary increase, salary for storm days off, shift meals, heat protection regime, improving working conditions...

Along with implementing democratic regulations well, according to the Hai Phong City Labor Federation, negotiating and signing collective labor agreements also contributes to building harmonious, stable and progressive labor relations in enterprises.

During the year, the units re-signed and newly signed 268 contracts, of which 172 were re-signed (101%) and 94 were newly signed (102%), bringing the total number of signed collective labor agreements to 1,359; 5 units signed multi-enterprise collective labor agreements. Notably, 226/268 contracts signed during the year were of type B or higher. Thanks to that, in 2024, the whole city did not have any collective work stoppages, salaries and bonuses of employees increased compared to 2023, and working conditions were also significantly improved.

Increase dialogue rates in the workplace

In addition to the achieved results, according to the Hai Phong City Labor Federation, many non-state enterprises have not yet developed or are slow to amend and supplement grassroots democracy regulations. The rate of enterprises with non-state grassroots trade unions coordinating to organize labor conferences and periodic dialogues is not high.

Organizing regular dialogues is often integrated into the labor conference... Some collective labor agreements are of low quality, not paying attention to core contents on wages, working hours, rest hours, and occupational safety and hygiene.

Therefore, in 2025, the City Labor Federation directed units to proactively implement solutions to facilitate grassroots trade unions to conduct negotiations and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene. Hai Phong City Labor Unions at all levels set a target of 100% of grassroots trade unions in agencies, administrative units, public service units, state-owned enterprises and 85% or more of non-public enterprises and public service units participating with employers in promulgating and implementing grassroots democracy regulations.

In particular, increase the rate of organizing dialogues at the workplace, limit integrating dialogues with labor conferences.
