On July 11, Nghe An Provincial Federation of Labor announced that, implementing the Project to establish Commune and Ward Trade Unions, the whole province has decided to establish 23 Commune and Ward-level Trade Unions to improve the quality of caring for and protecting the rights of union members and workers in the new context.
Accordingly, 6 communes and wards with 1,500 union members and 10 grassroots unions will establish independent unions. 17 inter-commune and ward trade unions are merged from areas with many union members or many grassroots trade unions, ensuring convenient management and operation.
Each commune and ward union has from 9 to 15 members of the Executive Committee, 3 to 5 members of the Inspection Committee and arranges 2 full-time cadres: one Vice Chairman of the Fatherland Front and Chairman of the Commune and Ward Union and one full-time union official. In total, Nghe An will have 46 full-time union officials at the commune and ward levels.
Notably, in many mountainous communes such as Con Cuong, Muong Xen, Que Phong, due to geographical characteristics and small number of union members, the Vice President of the Front will be assigned to be in charge of the trade union to ensure activities.
Mr. Kha Van Tam - Vice Chairman of the Vietnam Fatherland Front Committee of the province, Chairman of the Nghe An Provincial Federation of Labor - said: "The establishment of commune and ward trade unions is associated with the arrangement of a team of qualified and qualified cadres, ensuring the promotion of the role of an extension of the trade union organization".
Commune and ward-level trade unions will undertake many key tasks such as propaganda, mobilizing workers to join trade unions, guiding collective bargaining, supervising the enforcement of labor laws, protecting union members' rights, organizing patriotic emulation movements, participating in Party building, government and mobilizing the development of grassroots trade unions.
At the same time, trade unions at the commune and ward levels also have the right to participate in inspecting and supervising labor policies, representing workers in filing lawsuits in court when necessary, contributing to building harmonious and stable labor relations.
Currently, Nghe An province has 84 communes and wards with trade unions with more than 86,900 union members. In the coming time, the province will continue to review, if any unit meets the criteria, it will propose to establish more commune and ward trade unions, gradually perfecting the organizational model, improving operational efficiency, meeting the requirements of caring for the interests of union members and workers in the new period.
