Lao Cai currently has 10 communes with the highest poverty rate in the province including: Hoang Thu Pho, Lung Cai (Bac Ha district), Den Thang, Pa Cheo ( Bat Xat district), Nam Chay (Van Ban district), La Pan Tan, Ta Thang, Ta Ngai Cho, Din Chin, Lung Khau Nhin (Muong Khuong district). These are the communes with the most difficult socio-economic conditions, the most limited quality of human resources, the slowest socio-economic development, the most difficult access to services and basic social benefits...
In order to help these localities escape poverty, in recent times, the authorities have stepped up propaganda and mobilized people to work at companies and enterprises while connecting reputable recruitment channels to support people to go abroad to work.
Mr. Sung Dau, Vice Chairman of the People's Committee of La Pan Tan Commune (Muong Khuong District) said: Taking people to work domestically and internationally is the commune's main poverty reduction channel in 2025, with a vision to 2030. Currently, the commune has 26 people exporting labor and many more people have registered.
Mr. To Van Canh - Chief Representative in Lao Cai of Cema International Cooperation Joint Stock Company - also said: "The advantage of workers in mountainous areas is good health and hard work. Currently, the labor market in Japan, Korea and Taiwan (China) has 3 priority subjects for recruitment: demobilized soldiers, ethnic minorities and skilled workers. When workers have gone abroad, if there are problems during the work process, we will accompany and support the handling."
It is known that from 2024 to present, the whole Lao Cai province has 250 workers who have gone abroad to work under contracts; of which 4 poor districts (Bac Ha, Bat Xat, Si Ma Cai, Muong Khuong) have the number of workers working abroad accounting for 43.2%.
In order for workers working abroad under contracts to fully enjoy the support policies of the State, the Department of Labor, War Invalids and Social Affairs of Lao Cai province coordinates with localities in the province to support workers in completing exit procedures such as issuing passports and visas; confirming criminal records for workers. The Social Policy Bank from the provincial to district levels guides and facilitates workers to borrow capital to work abroad with preferential interest rates according to regulations...
For example, Mr. Thao Thanh Cuong in Pa Cheo commune (Bat Xat district) has just been supported with a loan of 99 million VND without collateral for loans, with an interest rate of 6.6%/year from the Social Policy Bank.

According to the leader of the Lao Cai Provincial Employment Service Center, in 2025, the unit will coordinate and organize many job fairs in 10 disadvantaged communes.
Every year, the Center organizes the signing of a memorandum of understanding on cooperation in the field of job counseling and introduction to help people find suitable job information.
