Having been associated with the work of the Commune Women's Union since 2011, Ms. Dinh Thi Thuy (born in 1990, Lao Cai province) has traveled to almost all of the commune's villages, including those most remote from the center.
Ms. Thuy does many jobs from mobilizing female members to participate in activities to propagating against child marriage, propagating population policies, building a new lifestyle...
As a part-time worker at the commune level, she is entitled to an allowance of about 4 million VND/month, which is determined by the locality within the allocated allowance fund.
"I find my work very meaningful, because it contributes to changing awareness and improving the lives of women in the commune. In particular, I have received the trust of local people" - Ms. Thuy said.
According to the provisions of Decree No. 29/2023, non-professional cadres at the commune level who are downsized due to organizational arrangement like her are entitled to a one-time subsidy, the subsidy level is 1/2 of the current monthly allowance.
However, apart from this financial support, Ms. Thuy does not have a clear roadmap for career conversion. She understands that streamlining the apparatus and ending operations is a correct policy of the State. However, what she worries about is not only income, but the question: "After retiring, what will I do next? ".
The Vice President of the Commune Women's Union also expressed his hope that when the activities ended, the State would have more specific support policies. "I hope to participate in training courses, change careers, prioritize loans for small production, open shops or raise livestock in the locality... So that people like me are not left behind, after spending their youth to contribute to the common work" - Ms. Thuy confided.
Ms. Thuy is one of 120,500 non-professional workers at the commune level nationwide who will stop working from August 1.
The local government will consider and may arrange and assign part-time workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups and implement the regime and policies for cases that are not assigned work according to regulations.
With the current subsidy level still low, the Ministry of Home Affairs has proposed that the provincial People's Committee study and propose policies for part-time workers at the commune, village and residential group levels when merging communes.
According to Director of the Department of Employment (Ministry of Home Affairs) Vu Trong Binh, this unit is actively assessing labor, thereby having mechanisms and policies to provide information, introduce jobs, and provide loans from the National Employment Fund. In fact, there are many different groups of workers, some are young workers, some are over 50 years old, and there must be appropriate behavior in the policy mechanism.

"We have been directing the employment service center system and some localities to implement job introduction and job connection between businesses and this group. The Department of Employment is also researching and reporting on proposed policies and mechanisms, training issues, labor market information, and loans" - Mr. Binh informed.
