The Government has just issued Decree 374/2025/ND-CP detailing a number of articles of the Employment Law on Unemployment Insurance (effective from January 1, 2026).
According to the provisions of Article 11, Decree 374/2025/ND-CP, on the level of support for training and improving professional skills, people participating in training courses and improving professional skills for less than 3 months will enjoy a support level calculated according to the tuition fee of vocational training institutions but not exceeding 4.5 million VND/person/training course.
For people participating in vocational training courses, improving professional skills for 3 months or more, the support level is calculated monthly and the tuition fee level of vocational training institutions but not exceeding 1.5 million VND/person/month.
Notably, people participating in training courses to improve professional skills are supported with a meal allowance of 50,000 VND/person/day of actual study.
For funding to support tuition fees for training and improving vocational skills, it is paid by the social insurance agency through vocational training institutions. Food support funds are paid by the social insurance agency to employees.
The subjects of application according to the provisions of Decree 374/2025/ND-CP are employees and employers who are subject to compulsory unemployment insurance according to the provisions of Article 31 of the Employment Law.
