Implementing the conclusions of the Politburo, the Secretariat and the request of the Central Organizing Committee, the Ministry of Home Affairs has completed the review of the list of job positions in the entire public system, including state administrative agencies, public service units, and local governments at 2 levels, to ensure a compact, effective and efficient apparatus.
At the commune level, the Ministry of Home Affairs orients the list of 43 job positions (leadership, management; professional expertise and support, service).
Leadership and management positions: Expected 8 positions, including Chief of Office, Deputy Chief of Office of the People's Council and People's Committee; Head of Department, Deputy Head of Professional Department; Director, Deputy Director of the Public Administration Service Center; Commander, Deputy Commander of the Commune-level Military Command.
job positions for professional and technical civil servants: Expected 32 positions (according to the functions and tasks of the new commune level).
To ensure that personnel at the commune level meet the requirements of effective and smooth operation of the two-level local government organization, the Ministry of Home Affairs issued Official Letter No. 7415 dated August 31, 2025, requesting the People's Committees of provinces and centrally run cities to direct agencies and organizations under their management to review the current status of the arrangement and use of civil servants who meet the requirements of expertise and profession according to functions and tasks and temporarily orient the list of job positions at the commune level to 39 positions (including 8 leadership and management positions; 28 professional and technical positions oriented to be arranged by industry, field and 3 support and service positions).
In addition to the 28 job positions oriented in Official Letter 7415, the Ministry of Home Affairs plans to add the following job positions:
First, the job position is to help the People's Council, arranged at the Office of the People's Council and People's Committee at the commune level.
Second, the position of chief accountant/accounting officer, arranged in professional departments and Public Administration Service Centers under the People's Committee at the commune level, is identified as an accounting unit, a budget estimation unit according to the instructions of the Ministry of Finance, at the same time, adjust the accounting position in accordance with the arrangement of the position of chief accountant or accounting officer.
Third, job positions for receiving citizens, handling complaints and denunciations, and preventing corruption;
Fourth, the job position is for specialized testing (as prescribed in Clause 2, Article 6 of Decree No. 217/2025).
The arrangement and assignment of the above job positions (except for the position of the People's Council's assistant at the People's Council Office and the People's Committee) is decided by the People's Committee at the commune level based on the actual situation and functions and tasks according to regulations.
Thus, the employment position at the commune level is 43 positions (including 8 leadership and management positions; 32 professional and technical positions arranged by industry, field and 3 support and service positions), an increase of 4 positions compared to the orientation in Official Dispatch No. 7415.
Based on the workload for each task group under the sector and field of the Professional Department at the commune level as prescribed in Decree No. 150/2025 dated June 12, 2025 of the Government, the People's Committee of the commune arranges full-time or part-time civil servants to perform assigned tasks, ensuring compliance with the orientation of the civil servant payroll framework at the commune level according to the regulations of the competent authority.
Support and service job positions (no civil servant arranged): Expected 3 positions, including service staff; security staff; Driver staff.
The People's Committee at the commune level is responsible for determining and arranging full-time or part-time civil servants according to job positions to perform assigned tasks, ensuring compliance with the orientation of the civil servant payroll framework at the commune level according to the regulations of the competent authority; at the same time, determining the requirements for the training major of civil servants to arrange appropriately, ensuring good performance of assigned tasks.
