On the afternoon of October 29, Politburo member and Prime Minister Pham Minh Chinh chaired a Government meeting on the implementation of the resolutions of the Central and National Assembly on the organization and operation of local governments at both levels.
Concluding the meeting, the Prime Minister stated that up to now, 99.99% of cadres on leave have received policy payments; 100% of communes, wards and special zones have opened accounts and paid salaries through the State Treasury; 17,595 surplus houses and land have been handled; 3,143 commune-level administrative units have fully equipped with equipment and facilities (accounting for 94.6%).
Regarding decentralization and delegation of authority, 56% of tasks have been transferred to localities, contributing to shortening processes, reducing intermediary levels, enhancing autonomy and self-responsibility of authorities at all levels.
In the coming time, the Prime Minister requested ministries, branches and agencies to continue to improve institutions and policies, urgently review, amend and supplement legal documents that are not in line with the 2-level local government model.
The Ministry of Home Affairs urgently coordinates with the Ministry of Justice to complete the report to the Government, the Prime Minister, the Politburo, and the Secretariat to assess the feasibility of performing the task of decentralization, delegation of authority, and division of authority in management.

The Ministry of Home Affairs shall preside over the guidance, ministries, branches, localities, and agencies, according to their functions, tasks, and authority, urgently build job positions for local authorities at both levels, especially at the grassroots level, ensuring timeliness, efficiency, and suitability for each specific locality, to be completed before December 15.
The Ministry of Home Affairs urgently submits to competent authorities to issue a Resolution on administrative unit standards, a Decree on urban classification as a basis for staff arrangement; assign localities based on the volume and nature of work, flexibly adjust human resources appropriately for each ward, commune and each field.
The Prime Minister also requested to continue perfecting the organization of the apparatus and personnel suitable for each specific locality, to be completed in November; continue to review and arrange commune-level cadres and civil servants suitable for job positions. Agencies that increase training and fostering and staff who lack knowledge must also improve their capacity and qualifications.
Ministries and branches have weekly reports on cutting and simplifying administrative procedures. The Government Office urges the completion of plans to reduce and simplify procedures and business conditions approved by the Prime Minister.
Ministries and branches will promote data completion and connection. The Ministry of Education and Training and the Ministry of Health urgently continue to review and implement the reduction of paper records with components that can be replaced by electronic data. The Ministry of Agriculture and Environment urgently completes the land database.
Ministries and branches strengthen inspection, supervision, and support of localities, strictly handle the situation of shirking, avoiding, and delaying the implementation of tasks.
The Ministry of Finance shall preside over and coordinate with the Ministry of Home Affairs, the Ministry of Construction, and localities to continue reviewing and allocating funds to complete headquarters, equipment, and working facilities, ensuring facilities, regimes, and policies for cadres and civil servants; continue to direct and guide the inspection and supervision of the arrangement of working headquarters and public assets to avoid waste.
The Ministry of Construction shall preside over and coordinate with localities to re-plan headquarters.
