The source for establishing the Emulation and Reward Fund of public service units under the ministry is based on the provisions of Article 46 of Decree 152/2025/ND-CP.

Clause 2, Article 46 of Decree 152/2025/ND-CP stipulates as follows:

The emulation and reward fund of public service units under ministries, ministerial-level agencies, agencies under the Government, departments, branches, and central organizations must ensure that less than 70% of regular expenditures are formed from the annual state budget with a maximum of 20% of the total salary fund according to the rank and grade of civil servants in the payroll and salary approved for the whole year and from contributions from domestic and foreign individuals and organizations;

The emulation and reward fund of public service units under ministries, ministerial-level agencies, agencies under the Government, departments, branches, and central organizations must ensure that 70% to less than 100% of regular expenditures are implemented in accordance with the provisions of law.

Thus, the Emulation and Reward Fund of public service units under ministries is regulated as above.
