2026 - the "turnkey" year of a new development stage
Talking to Lao Dong reporters, Mr. Bui Sy Loi - former Deputy Chairman of the National Assembly's Committee for Social Affairs (now the Social Affairs Committee) said that 2026 is a pivotal time for a new development stage. Therefore, the requirement to build a high-quality labor force is becoming increasingly urgent, especially in the context of digital transformation, green transformation and innovation of growth models taking place deeply and widely globally.
Practice shows that in the digital age, the most important resource is no longer natural resources or material capital, but people - individuals who are well-trained, have digital skills, creative thinking, the ability to master new technologies and adapt quickly to change. This is the force that determines labor productivity, growth quality and the position of the nation in the global value chain," Mr. Bui Sy Loi emphasized.
Also according to Mr. Bui Sy Loi, high-quality human resources are the core driving force of new growth. In the context of the fourth industrial revolution, the growth model based on resource exploitation, cheap labor and simple processing has revealed many limitations. Instead, the growth model based on knowledge, technology and innovation is becoming an inevitable trend.
Mr. Bui Sy Loi affirmed: "In this model, high-quality human resources play a central role. This is a force capable of transforming knowledge into specific products, services, and solutions, promoting innovation, increasing added value and creating long-term competitive advantages. Not only receiving technology, high-quality human resources are also creative subjects of new technology, new industries, and new management methods.
Humans are the center, subject and driving force of development
Ms. Nguyen Thi Lan Huong - former Director of the Institute of Labor Science and Social Affairs, said that one of the core points of developing high-quality human resources is to put people at the center of all development strategies. Human resources are not only the beneficiaries of growth achievements, but also the creator and driving force for national development.

International experience shows that countries that have succeeded in transforming the growth model all have long-term investment strategies for people, considering education, training and skills development as pillars. High-quality human resources are the factors that help these economies break through, shorten the gap with developed countries, and even rise to lead in some key areas. For Vietnam, the development of high-quality human resources is not only to meet domestic needs, but also to integrate more deeply into the regional and international labor market, taking advantage of opportunities from the high-skilled labor migration and cross-border digital economy," Ms. Lan Huong emphasized.
From Ms. Lan Huong's perspective, to have high-quality human resources, education and training must go one step ahead - this is a fundamental and long-term strategic solution.
Mr. Ha Anh Tuan - CEO of Vinalink Media JSC believes that high-quality human resources can only be effective when working in a modern, synchronous digital infrastructure environment. Digital infrastructure is not only a telecommunications network, data center, digital platform, but also an open, secure and connected data ecosystem.
Building a national digital data system, industry data, and business data will create conditions for high-quality human resources to exploit, analyze and create new values. At the same time, modern digital infrastructure also helps attract high-tech investment projects, creating more high-quality job spaces for workers.
In addition, another important pillar in the development of high-quality human resources is the policy of attracting and valuing talents. It is necessary to develop programs and plans to use high-quality human resources at each level, each industry, and each field, associated with the national development strategy. Recruitment policies need to be flexible, based on actual capacity, reduce administrative barriers, and create opportunities for talented people to develop their abilities.
Mr. Le Quang Trung - former Deputy Director in charge of the Department of Employment:
Possessing high-quality human resources, the nation "take off" quickly and sustainably in the digital age
High-quality human resources in the digital age will promote creativity because this is a human resource that has the ability to adapt very quickly and is capable of mastering new technologies, emerging industries, and at the same time has the ability to turn knowledge into specific actions; a pioneering high-quality human resource in socio-economic innovation.
High-quality human resources in the digital age ensure sustainable growth with a new growth model based on knowledge and technology; high-quality human resources in the digital age implement the core element of always putting people at the center, subject and driving force for the nation to reign.
To develop high-quality human resources in the digital age, it is necessary to implement solutions on education reform, focusing on training programs, technology integration, linking business needs, meeting the requirements of the modern labor market; developing digital infrastructure with appropriate and modern digital data systems; attracting and employing talents.
