The Lao Dong Newspaper Legal Consulting Office replied:
Article 44 of Decree 200/2025/ND-CP detailing a number of articles of the Law on Civil Defense (effective from August 23, 2025) stipulates the policies for civil defense forces that are sick, have an accident, are injured or die as follows:
1. People participating in civil defense duties who are subjects participating in social insurance and health insurance, if they are sick, have an accident, are injured or die during a training, coaching, drill and perform civil defense duties, are entitled to the regime on sickness, work-related accidents, death according to the provisions of the law on labor, social insurance, health insurance and occupational safety and hygiene. The time is calculated from the time of mobilization, starting to perform the task until completion, returning to the place of residence or from the time of mobilization, starting to perform the task until becoming sick, having an accident, being injured or dying.
2. Those participating in civil defense duties who do not pay social insurance or health insurance when they are sick, accidental, injured or die will enjoy the same regime and policies as the Militia when participating in insurance when performing duties when they are sick, have an accident, are injured or die.
3. Conditions, order, procedures and agencies responsible for ensuring funding for medical examination and treatment, regimes and policies for civil defense service participants who are sick, have an accident, are injured or die shall comply with current legal regulations for militia mobilized for the task.
4. In case of using stimulants to harm health or using drugs or other addictive substances as prescribed by law, they will not enjoy the regime prescribed in Clause 1 of this Article.
Thus, people participating in the civil defense force who are sick or have an accident are entitled to the above regime.
