Attending the congress were Mr. Nguyen Thanh Tung - Member of the Executive Committee of the Vietnam General Confederation of Labor, Permanent Vice President of the Vietnam Construction Trade Union; Mr. Bui Duc Kien - Party Secretary, Chairman of the Board of Directors of Vietnam Machinery Installation Corporation - JSC, and 99 delegates representing nearly 8,000 union members of LILAMA.
In the 2023-2025 period, LILAMA Trade Union closely follows the orientation of the superior trade union and the direction of the Corporation's Party Committee; promotes its role as a representative, caregiver, and protector of the legitimate and legal rights and interests of nearly 8,000 union members and workers. Trade unions at all levels in LILAMA closely coordinate with the professional sector, pay attention to improving working conditions, strengthening supervision of policy implementation; collective labor agreements have more beneficial contents for employees.

The work of caring for material and spiritual life has been widely implemented. In the 2023-2025 period, the Corporation's Trade Union has presented more than 3,400 Tet gifts and nearly 1,500 gifts during Workers' Month; organized "Union Meals" for more than 6,500 union members; supported hundreds of union members and workers in difficult circumstances, work-related accidents... Emulation, cultural and sports activities are maintained regularly, creating a vibrant competitive atmosphere at construction sites and projects.
In the emulation movement "Good workers - Creative workers", many technical initiatives and construction solutions of LILAMA workers have contributed to improving productivity, quality, safety and shortening progress in large projects such as NEOM, Van Phong 1, Nhon Trach 3&4, Quang Trach 1... In 2025, the Corporation and the Corporation's Trade Union held a Conference to honor 50 typical advanced examples, good workers, and creative workers in the period of 2020-2025, recognizing outstanding contributions of cadres and employees in production and business activities.
In addition to the achieved results, the Congress also frankly pointed out some shortcomings and limitations such as unstable income in some units; social insurance debt in some enterprises; uneven grassroots union activities; scattered labor forces making it difficult to implement movements at remote construction sites and long-term projects.
Entering the 2025-2030 term, the Corporation's Trade Union set the motto of action "Solidarity - Democracy - Discipline - Innovation - Development", identifying the key task of representing, caring for and protecting the legitimate and legal rights and interests of union members and workers; promoting negotiation and improving the quality of collective labor agreements; enhancing dialogue at the workplace; developing union members and building a team of qualified and digital skills of LILAMA workers to meet new requirements.
LILAMA Trade Union aims to achieve a rate of union members of over 90% of the total number of employees by 2030; at least 85% of grassroots trade unions sign collective labor agreements; 70% of workers improve their professional skills; 65% are equipped with digital technology knowledge; 100% of newly elected grassroots trade union chairmen are trained and fostered in theory, professional skills and trade union work skills in appropriate forms.
The Congress elected the Executive Committee for the 2025-2030 term, consisting of 11 members. Mr. Le Dinh Khanh continues to be elected as Chairman of the General Corporation's Trade Union. 100% of delegates attending the Congress voted in favor of the Congress Resolution.
