17:10: Comrade Nguyen Dinh Khang - Member of the Party Central Committee, Member of the Standing Committee of the Party Committee of the Fatherland Front, Central organizations, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor delivered a closing speech at the first Congress of Delegates for the 2025-2030 term.

According to comrade Nguyen Dinh Khang, after a day of serious, urgent and democratic work, the first Congress of the Party Committee of the Vietnam General Confederation of Labor, term 2025 - 2030, has completed all the contents and programs set out.

This is the result of a responsible working spirit, the crystallization of the intelligence, belief and aspiration to rise up of the entire Party Committee. On behalf of the Presidium and the entire Congress, Comrade Nguyen Dinh Khang summarized some of the main results of the Congress, and emphasized some of the following contents and meanings:

First of all, with a high sense of responsibility, the delegates attending the Congress focused on intelligence and democracy to discuss the results of implementing political tasks and Party building work in the 2020 - 2025 term; at the same time, reviewing the leadership and direction of the Party Committee.

The Congress highly agreed and affirmed that the results achieved by the Party Committee in the recent term are of great significance, creating comprehensive changes in the field of Party building and leadership in implementing political tasks.

The Congress also pointed out limitations and shortcomings, analyzed causes and drew practical lessons of practical significance; at the same time, focused on discussing and reaching high consensus on directions, goals, targets, main tasks and solutions to comprehensively implement in all fields. On that basis, the Congress identified 8 groups of tasks, solutions, and 3 breakthroughs for the 2025 - 2030 term.

Secondly, the Congress unanimously approved the Report on synthesizing opinions and giving comments on the draft documents of the 14th National Congress of the Party and the 1st Congress of the Party Committee of the Fatherland Front and Central Trade Unions for the 2025-2030 term.

That is the gathering of the intelligence, affection, and aspirations of cadres, party members, and the masses in the entire Party Committee; expressing the belief and expectation in the leadership of the Central Committee and the Party Committee at higher levels.

The Congress unanimously approved the Resolution of the first Congress of the Vietnam General Confederation of Labor, term 2025 - 2030, expressing the determination of all cadres and party members to strive to successfully achieve the goal: Building a clean, strong and comprehensive Party Committee of the Vietnam General Confederation of Labor, truly the political core to lead the trade union system to successfully carry out assigned tasks. Strongly innovate the content and leadership methods of Party committees; improve staff capacity, modernize direction and management in a professional, effective, flexible manner, adapting to the requirements of the digital transformation period.

Promote the pioneering role of the Trade Union organization in building a modern and strong Vietnamese working class; represent, care for, and protect the legitimate and legal rights and interests of workers; arouse patriotism, self-reliance and aspiration to develop a prosperous and happy country.

At today's Congress, there are 21 comrades participating in the Executive Committee of the Party Committee of the General Confederation, 5 comrades participating in the Inspection Committee of the Party Committee of the General Confederation, term 2025 - 2030 and 25 official delegates, 3 delegates attending the General Confederation Party Committee's delegation to the Congress of the superior Party Committee, which was trusted by the Standing Committee of the Party Committee of the Fatherland Front Committee and Central organizations to be appointed to the Congress, demonstrating inheritance, stability and development. With the above results, we are pleased to report to all cadres and party members in the entire Party Committee: The first Congress of the Party Committee of the Vietnam General Confederation of Labor, term 2025 - 2030, has been a great success.

With such success, the Congress would like to express our deep gratitude to comrade Do Van Chien - Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front and the leaders who spent time attending the Congress, directing the Congress and giving an important speech.

His profound orientations are an important basis for the Party Committee of the General Confederation to concretize in the action program for the coming term, contributing to building an increasingly clean and strong Party Committee in all aspects.

Immediately after the Congress, it is recommended that departments and Party committees organize research, dissemination, and widespread propaganda to all cadres and Party members about the results of the Congress and the tasks set by the Congress; develop specific programs and plans to put the Congress Resolution into practical life, creating strong changes in work.

Comrade Hoang Ngoc Tu - Deputy Chief of the Party Committee Office of the Vietnam General Confederation of Labor presented the draft Resolution of the 1st Congress of the Party Committee of the Vietnam General Confederation of Labor, term 2025-2030.

On August 19, 2025, the 1st Congress of the Party Committee of the Vietnam General Confederation of Labor for the 2025-2030 term was solemnly held with the theme: "Building a clean and strong Party Committee; innovating thinking and vision; contributing to building a modern and strong working class in the new era" and the motto "Solidarity - Democracy - Innovation - Creativity - Development".

The Congress discussed and commented on documents submitted to the Congress by the Executive Committee of the Party Committee of the General Confederation for the 2020-2025 term. The Congress received the direction of Comrade Do Van Chien, Politburo member, Secretary of the Party Central Committee, Secretary of the Party Committee of the Fatherland Front, Central organizations, Chairman of the Central Committee of the Vietnam Fatherland Front.

At the Congress, the Decision of the Party Committee of the Fatherland Front and Central organizations was announced to appoint the list of Party Executive Committees of the Vietnam General Confederation of Labor, term I, 2025-2030, including 21 comrades, 9 comrades of the Standing Committee, Secretary and Deputy Secretary; the Party Committee Inspection Committee for the 2025-2030 term includes 5 comrades, Chairman and Deputy Chairman; The delegation attending the Congress of the Party Committee of the Fatherland Front, Central organizations include 25 official delegates, 3 delegates in attendance.

The 1st Congress of the Party Committee of the Vietnam General Confederation of Labor, term 2025-2030, resolved:

I. Approving the Political Report of the Party Executive Committee of the Vietnam General Confederation of Labor to the 1st Congress of the Party Committee of the Vietnam General Confederation of Labor for the 2025-2030 term.

1. Agree to summarize the implementation of the Resolution of the Congress for the 2020-2025 term, as follows:

In the context of many difficulties but still facing the close attention and direction of the Politburo, the Secretariat, the Party Committee of the Fatherland Front, and central organizations (and before the Party Committee of the Central Agencies Bloc), the entire Party Committee has promoted the proactive, united spirit, organized the full and timely implementation of the directives and resolutions of the Politburo, the Secretariat, the Central Executive Committee and the Party Committee at the higher level; focused on effectively leading the implementation of Party building work, leading the implementation of political tasks, achieving comprehensive and outstanding results, thereby affirming and promoting the core role of political leadership of the Party organization at the central level of the Vietnam Trade Union.

2. Through the main goals, targets, tasks and solutions of the 2025 - 2030 Congress Resolution, in which

2.1. The goal is to build a clean, strong and comprehensive Party Committee of the Vietnam General Confederation of Labor, truly the political core to lead the trade union system to successfully carry out assigned tasks. Strongly innovate the content and leadership methods of Party committees; improve staff capacity, modernize direction and management in a professional, effective, flexible manner, adapting to the requirements of the digital transformation period. Promote the pioneering role of trade unions in building a modern and strong Vietnamese working class; represent, care for, and protect the legitimate and legal rights and interests of workers; arouse patriotism, self-reliance and aspiration to develop a prosperous and happy country.

2.2 Strive to complete the main targets of the Party building target - 100% of Party members and at least 90% of cadres, civil servants, public employees, and workers participating in studying, researching, disseminating, and propagating the implementation of the Resolution of the 1st Party Congress of the General Confederation of Labor, term 2025-2030, Resolution of the 1st Party Congress of the Fatherland Front, Central organizations, term 2025-2030, Resolution of the 14th National Party Congress; directives, resolutions, and regulations of the Central Committee and the Party Committee of the Fatherland Front, Central organizations.

-Every year, 100% of Party committees and Party members develop plans to study, cultivate and follow Ho Chi Minh's ideology, morality and style.

- Every year, 80% of Party members complete their tasks well or better.

- During the term, 100% of affiliated party organizations are inspected and supervised. Target of leadership in implementing the political tasks of the Vietnam Trade Union system

- Every year, on average, each grassroots union introduces at least 01 outstanding union member for the Party to consider, train and admit.

- Strive to increase at least 800,000 union members each year.

- During the term, through emulation movements of trade union organizations at all levels, strive to have at least 2 million initiatives of union members and workers applied in production, business and work activities; consider awarding at least 2,500 Creative Labor Certificates.

- Build and operate a digital data warehouse on trade unions. Deploy online guidance for union members and workers. Strive to gradually allow online processing of the entire process of looking up, submitting requests, registering, receiving feedback on regimes, policies, and benefits related to union members and trade union organizations by the end of the term. To achieve the goals and complete the set targets, the Congress approved 8 tasks and groups of basic solutions to implement throughout the Party.

2.3. Through breakthroughs

(1) Innovation in thinking and vision; promoting innovation in the spirit of Resolution No. 57-NQ/TW; strongly applying digital transformation in the activities of the Party Committee and propagating, gathering, and serving union members and workers.

(2) Focus resources to participate in developing and proposing policies and laws; focus on policies to improve workers' vocational skills, participate in building a modern productive force, meeting the requirements of national development in the new era.

(3) Comprehensively improving the quality of Party cell activities, strongly innovating thematic Party cell activities.

II. Through the Report on reviewing the leadership and direction of the Party Executive Committee of the Vietnam General Confederation of Labor for the 2020-2025 term with the following basic comments:

For the 2020-2025 term, the Party Executive Committee of the Vietnam General Confederation of Labor has united, unified, promoted the spirit of initiative, innovation and creativity, and led the entire Party to strive to fulfill assigned tasks well. Based on the limitations and shortcomings pointed out by the Party Executive Committee for the 2020-2025 term in the Review Report, the Congress assigned the Party Executive Committee for the 2025-2030 term to propose serious and effective solutions.

III. Through the Report on synthesizing opinions contributed to the draft documents of the 14th National Party Congress and documents submitted to the National Party Congress of the Fatherland Front and Central organizations. Assign the Party Executive Committee for the 2025-2030 term to base on the opinions discussed at the Congress to supplement and complete the document.

IV. Basically agreed with the Action Program to implement the Resolution of the 1st General Confederation of Party Congress, term 2025-2030 prepared by the Executive Committee of the General Confederation Party Committee to submit to the Congress. Assign the Party Executive Committee for the 2025-2030 term to discuss and decide to issue to soon put the Resolution of the Party Congress into practice.

V. Assign the Party Executive Committee of the Vietnam General Confederation of Labor for the 2025-2030 term based on the Resolution of the Congress, on the basis of thoroughly grasping the Party's resolutions, the Resolution of the National Party Congress of the Fatherland Front, and Central organizations; develop programs and work plans to direct the successful implementation of the Resolution of the Party Congress of the Vietnam General Confederation of Labor.

According to him, the Labor Relations Party Cell is a grassroots Party cell established on the basis of arranging and receiving functions, tasks and a team of cadres and Party members from the Party cells: Policy, Law and Labor Relations; Organization; Propaganda - Women's Union; Vietnam Civil Servants' Union, with 36 Party members out of a total of 39 cadres and civil servants.

Improve the quality of life through the principle of democratic centralism, self-criticism and criticism; create an open forum where party members, especially young party members, have the opportunity to present, contribute and propose initiatives. In the coming years, it is forecasted that the conditions, operating environment, and organizational model structure of the Trade Union will have important adjustments. The productive labor force and the Vietnamese working class continue to increase rapidly in quantity and quality. Strategic orientations for national development in the new era: promoting the development of science and technology, innovation, digital transformation; developing the private economy plays the role of "the most important driving force of the economy"...

The above context poses many challenges for Trade Union activities, requiring each trade union cadre, first of all, each cadre and party member of the Party Committee of the Vietnam General Confederation of Labor, to be fully aware and deeply aware of the opportunities, challenges and requirements, tasks as well as the responsibilities of each individual in contributing to the leadership and direction of the implementation of political tasks of the Trade Union organization in the new situation.

From the perspective of the Party Cell of the Trade Union Work Committee, delegate Nguyen Minh Dung proposed and recommended that right after the Congress, the Party Committee of the General Confederation of Labor pay attention to orienting and directing a number of major issues:

First, continue to pay attention to directing innovation in the implementation of the task of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers. Invest resources, improve the quality of activities, participate in developing policies and laws of trade union organizations. Completing, innovating, improving the effectiveness of the existing care model, researching, proposing, building and implementing new, diverse models, aiming at the majority of union members and workers, in accordance with practical requirements.

Second, there are strong and drastic solutions to promote the role of the Trade Union organization in improving the quality of human resources. Trade unions must participate in promoting training and improving vocational skills for workers, especially digital skills and the ability to adapt to new technology, life skills and working style.

Coordinate with authorities at all levels to develop and implement training programs to improve vocational skills, digital skills, foreign languages, soft skills and start-up capacity for workers and laborers.

Coordinate the construction and replication of learning business models and digital learning communities of workers so that knowledge is not only shared from top to bottom but also spread among advanced workers.

"participating in improving the quality of human resources is an important contribution of the Trade Union to the development of the country in the face of new requirements," Mr. Nguyen Minh Dung emphasized.

Third, strongly apply information technology, promote digital transformation in trade union activities. Building a comprehensive digital database system of union members, workers and grassroots unions is the foundation for digital transformation and innovation of the Trade Union system.

Consider this an urgent requirement and task to innovate themselves to effectively perform functions and tasks, best serving workers, especially in the context of implementing the arrangement and streamlining of the apparatus.

Each cadre and party member needs to be aware of their own requirements and responsibilities, constantly study, innovate, be creative, actively participate in the movement of "digital education", master technology to become "pioneers" in the digital and artificial intelligence era.

Fourth, innovate and improve the effectiveness of emulation movements, contributing to arousing, spreading, and strongly promoting the sense of responsibility, aspiration to contribute, and the spirit of innovation and creativity of each union member and employee. Encourage the initiative movement, improve techniques, use technology in production team management, operate smart factories..., improve labor productivity, work efficiency, excellently complete assigned tasks in all working positions, strive to complete the 8% growth target of 2025, creating a premise for the double-digit growth target in the period of 2026-2030.

15:05: Report on the review of the leadership and direction of the Party Executive Committee of the Vietnam General Confederation of Labor for the 2020-2025 term, comrade Nguyen Xuan Hung - Member of the Standing Committee of the Party Committee, Vice President of the Vietnam General Confederation of Labor - presented the Review Report.

The 27th Congress (2020-2025) elected 19 members of the Executive Committee, 5 members of the Standing Committee; elected Secretaries and other positions.

The Party Delegation of the General Confederation includes the President, Vice Presidents, Heads of the Organizing Committee appointed by the Politburo and the Secretariat. On February 10, 2025, the Party Committee of the General Confederation of Labor was established and continued to be reorganized on July 11, 2025.

Currently, the Party Committee has 19 comrades in the Executive Committee, 8 comrades of the Standing Committee, and 2 standing comrades. The Party Committee has 11 affiliated organizations with 503 Party members, the working apparatus includes 4 full-time cadres. The affiliated units are diverse, including Party committees, professional departments, advisory agency Party cells, newspapers, research institutes, public service units and enterprises.

Reporting on the review of the leadership and direction of the Executive Committee, the Standing Committee, and the Standing Committee of the Party Committee, comrade Nguyen Xuan Hung said that the Party Executive Committee has outstanding advantages.

The Executive Committee has promoted its core role as a comprehensive leader, issued Working Regulations, clearly assigned people, work, and responsibilities. Organize the dissemination and timely implementation of resolutions and directives; innovate leadership methods, improve the quality of sessions; attach importance to ideological work, inspection and supervision; direct the Vietnam Trade Union to innovate content and methods, and provide practical care for workers, especially during the COVID-19 pandemic; pay attention to personnel work, improve organization, and ensure internal solidarity.

Limitedness and shortcomings: Despite achieving many positive results, the Executive Committee frankly acknowledged some limitations.

Some resolutions and action programs are not really specific and practical, especially in implementation at the grassroots level. The work of grasping the thoughts and aspirations of cadres, party members, union members and workers is sometimes not timely; the reflection and proposal of solutions are not yet uniform among units.

The coordination between the Party Committee of the General Confederation of Labor and the Party Delegation (formerly) and professional leaders in some fields is still lacking in accommodation, affecting the effectiveness of direction. A few comrades have not fully promoted their roles, still showing signs of being afraid of innovation and conflict; studying resolutions has not been closely linked to practical action.

The members of the Executive Committee all maintain political courage and moral qualities, strictly comply with the resolution, promote a sense of responsibility and solidarity; many comrades have the ability to manage, take initiatives, dare to think, dare to do; be exemplary in studying, practicing, and being close to the grassroots.

However, there are still some comrades who have spent little time on Party work; grasping the situation of Party members and workers and reflecting and proposing is sometimes not timely. The coordination between some comrades in the Executive Committee when implementing tasks is not strict, not clearly demonstrating the leading role in the field of responsibility.

Some comrades have not actively proposed the content of innovation activities or have not been bold in fighting against self-criticism and criticism.

Regarding the Standing Committee of the Party Committee: The advantage is to proactively concretize resolutions and directives into action programs; operate in accordance with the principle of democratic centralism; focus on personnel work; strengthen inspection and supervision; pay attention to mass mobilization and emulation movements. In the process of reorganizing the apparatus, streamlining units, and streamlining the payroll, the Standing Committee has shown high determination, methodical approach, correct procedures, promoting democracy, and maintaining internal stability. The units after the merger and consolidation basically maintain stable and effective operations, not allowing major disruptions in ideology and organization.

Limitations and shortcomings: Some jobs require hourly and daily progress due to the requirements of superiors, and are sometimes handled in an untimely manner, especially for newly arising issues that have no precedent. Applying information technology and digital transformation in the activities of the Party Committee and affiliated Party organizations has made progress but is still slow.

Regarding the Standing Committee of the Party Committee: The advantage is to play a regular executive role, promptly handling work between two sessions; advising on work programs, inspection and supervision plans; being exemplary in ethics and lifestyle; being close to the grassroots; directing good coordination in implementing political tasks and Party building work. Limitedness and shortcomings: Maintaining meetings and consultations is not really regular and disciplined. Documents for meetings of the Executive Committee and the Standing Committee have not been sent in a timely manner; some preparations are still slow and the quality is not high.

Regarding reviewing and innovating leadership methods, style and working style of the Party Executive Committee: The advantage is that it has proactively innovated leadership methods, associated with political tasks; clearly assigned and assigned tasks, promoting the principle of democratic centralism; innovated working style in the direction of publicity and transparency.

The work program closely follows the goals and political orientations of the Central Committee and the Party Committee of the Fatherland Front, Central organizations (formerly the Party Committee of the Central Agencies Bloc).

Limitedness and shortcomings: Some members of the Executive Committee have not fully attended activities at the grassroots level to grasp the implementation of the resolutions of the Central Committee, the Party Committee of the Fatherland Front, the Central organizations and the Party Committee of the General Confederation. Standing Committee, Standing Committee of the Party Committee: The Standing Committee, Standing Committee of the Party Committee of the General Confederation of Labor have made many innovations in management and working style.

The leadership style demonstrates decisiveness, science, and closeness to the grassroots; clearly directs people, work, responsibilities, and creates clear changes in Party building and trade union organization.

The working style is adjusted in a modern direction, applying information technology in implementation, such as sending documents, increasing "no documents" meetings, decentralizing work processing through operating software, contributing to reducing paper documents and improving interaction efficiency.

Some work contents after the Standing Committee meetings have not been urged to be closely implemented.

Regarding the implementation of Central Resolutions 4 (term XI, XII, XIII) associated with studying and following Ho Chi Minh's ideology. Advantages: The Executive Committee and the Standing Committee of the Party Committee of the General Confederation have thoroughly grasped and seriously implemented the 4 Central Resolutions of the 11th and 12th terms and Conclusion No. 21-KL/TW of the 13th term, in conjunction with the implementation of Conclusion 01-KL/TW on continuing to implement Directive 05-CT/TW.

The Party Committee has organized extensive political activities, combined with regular Party cell activities; issued specific guiding documents, implemented annual study topics; developed appropriate ethical standards for cadres and Party members. The work of checking and supervising the cultivation and training of ethics and lifestyle of Party members has been strengthened, promptly correcting and reminding of deviant manifestations.

Limitations and shortcomings: Learning and implementing the resolution has not been closely linked with post-school inspection and supervision. Some Party committees are leaders of units and enterprises that have not yet linked the learning content with specific political tasks at the unit.

Regarding the implementation of regulations on what party members are not allowed to do and regulations on setting an example. Advantages: Party committees at all levels have disseminated and fully implemented Regulations 37-QD/TW, 101-QD/TW; developed plans and organized thematic activities on setting an example.

The Executive Committee and members promote their exemplary role in performing tasks, lifestyle, public ethics, and maintaining internal solidarity. Individuals strictly comply with the principle of democratic centralism, self-criticism and criticism; comply with work assignments, maintain the image of union officials.

Every year, the Standing Committee of the Party Committee of the General Confederation organizes a review, evaluation, and classification of collectives and individuals seriously and substantially, avoiding formality. Self-criticism and criticism in Party activities are carried out in accordance with regulations, promoting democracy and enhancing internal fighting spirit.

Limitations and shortcomings: The inspection and supervision of the implementation of regulations on setting an example is not in-depth and not regular. There are still signs of avoiding responsibility and being lenient in giving comments, criticizing, and self-criticizing.

General assessment and some experiences.

Advantages: The 2020-2025 term takes place in the context of a country with many advantages intertwined with difficulties, especially the impact of the COVID-19 pandemic, fluctuations in the labor market and urgent requirements for innovation of trade union organization and methods of operation.

In that context, the Executive Committee of the Party Committee of the General Confederation of Labor has united, unified, promoted the spirit of initiative, innovation, creativity, and led the entire Party Committee to successfully complete its tasks.

The Executive Committee, Standing Committee, and Standing Committee of the Party Committee have clearly demonstrated political mettle, steadfast in the Party's goals and ideals; closely following the direction of the Central Committee, the Politburo, the Secretariat and the Party Committee of the Fatherland Front, and Central organizations (formerly the Party Committee of the Central Agencies Bloc) to concretize into an action program in accordance with the characteristics and conditions of the General Confederation and the trade union system.

The leadership and direction methods have many innovations, clearly focusing on and key points, promoting the collective role associated with promoting personal responsibility, especially the leader. Political and ideological work is valued; inspection and supervision work has changed positively, preventing cover-ups and avoidance; contributing to building a clean and strong Party organization. Political task direction has achieved many outstanding results, demonstrating the leading role of the Party Committee in orienting trade union activities: caring for the lives and protecting the legitimate rights of workers; improving the quality of union members and grassroots trade unions; innovating propaganda and mobilization methods; promoting digital transformation; participating in building the Party, government, and policies related to workers.

In particular, in the process of streamlining the apparatus, the Party Committee of the General Confederation of Labor has directed the organization and cadres to be effective, ensuring ideological stability, improving the quality of activities, and promoting collective strength in the context of staff streamlining.

Limitedness and shortcomings: The concretization of resolutions of superiors at some subordinate Party committees is still slow and lacks depth. Some leadership and direction contents are not really drastic, and are still confused by the new situation. Inspection and supervision work at some grassroots party organizations is not regular; the supervisory role within the Party and the trade union has not been fully promoted. Party committees and Party cell activities in some places have not been innovated and are not of high quality. Some cadres and party members have also expressed their reluctance to innovate, lack of critical spirit, and have not actively proposed initiatives.

Some experiences: From the practical experience of the 2020-2025 term, the Party Committee of the General Confederation drew five main experiences:

First: Maintain the principles of organization and operation of the Party, especially democratic centralism, self-criticism and criticism, setting an example for cadres and party members, especially the leaders.

Second: Grasp reality, forecast trends correctly, detect problems early to advise and direct close to reality and political tasks.

Third: Strongly innovate leadership methods, working style, and routines in the direction of clearly identifying people, work, and responsibilities; increase initiative, flexibility, and substance; promote collective intelligence along with promoting individual responsibility.

Fourth: Regularly take care of personnel work, build a team of pioneering, exemplary, and professional-skillful Party members; focus on discovering, planning, and training young cadres, female cadres, and cadres from the grassroots.

Fifth: Closely link the leadership of Party building work with the implementation of political tasks; effectively care for and mobilize workers and laborers as a measure of the quality of the Party organization in the trade union system. Along with promoting the advantages and shortcomings of the 2025-2030 term, the Executive Committee and the entire Party Committee focus on overcoming the limitations and shortcomings mentioned in the Report.

2:53 p.m.: On behalf of the Congress Presidium, Comrade Ngo Duy Hieu - Standing Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor presented a summary report on the tasks and solutions for the 2025-2030 term.

Comrade Ngo Duy Hieu said that, in addition to the achieved results, the Party Executive Committee found that there are still some limitations and shortcomings that need to be overcome, such as: The innovation of the Party Committee's leadership method has changed but is not present to keep up with the socio-economic development, the requirements for Party building and the development of the workers' movement; the quality and efficiency of Party cell activities have not met expectations; in some places, the role of Party committees in leading the implementation of professional tasks has not been fully promoted; in some places, a number of Party members, in some places, including leaders and managers are not really exemplary, say they are not in a pair with the work, have few innovations, are still passive, waiting, afraid of mistakes, and are afraid of responsibility.

The Congress set a goal for the 2025-2030 term: Building a clean, strong and comprehensive Party Committee of the Vietnam General Confederation of Labor, truly the political core to lead the trade union system to successfully carry out assigned tasks. Strongly innovate the content and leadership methods of Party committees; improve staff capacity, modernize direction and management in a professional, effective, flexible manner, adapting to the requirements of the digital transformation period.

Promote the pioneering role of trade unions in building a modern and strong Vietnamese working class; represent, care for, and protect the legitimate and legal rights and interests of workers; arouse patriotism, self-reliance and aspiration to develop a prosperous and happy country.

The Congress identified 8 groups of tasks and solutions to implement the set targets and goals. Leaders in performing the political tasks of the Trade Union system: Lead the work of representing, caring for, and protecting the legitimate and legal rights and interests of union members and workers towards this work increasingly expanding, promptly, and substantially. Leaders in propaganda and mobilization of workers and laborers Leaders in developing union members, building the organization of the Financial Leaders' Union and public service units and trade union enterprises.

Along with that, strengthen the building of a clean and strong Party Committee in all aspects: Enhance political, ideological and revolutionary ethics for cadres and Party members in the new situation. Build a strong party organization in terms of organization and team. Strengthen the inspection, supervision and enforcement of discipline by the Party. Innovating mass mobilization work and mobilizing union members and workers.

The Congress identified 3 breakthroughs, including: Innovation in thinking and vision; promoting innovation in the spirit of Resolution No. 57-NQ/TW; strongly applying digital transformation in the activities of the Party Committee and propagating, gathering, and serving union members and workers.

Focus resources to participate in developing and proposing policies and laws; focus on policies to improve workers' vocational skills, participate in building a modern productive force, meeting the requirements of national development in the new era. The Congress also respectfully paid tribute to the heroes, martyrs, compatriots, comrades and generations of union cadres and members who heroically sacrificed for the cause of national liberation, building and defending the socialist Fatherland of Vietnam.

In the past term, despite many difficulties, thanks to the attention and close direction of the Politburo, the Secretariat, the Party Committee of the Fatherland Front and the Central organizations, along with the support of the Party Committees of the previous Central Agencies, the entire Party Committee has promoted the spirit of proactiveness, solidarity, focused on leading the effective implementation of Party building work and political tasks, achieving many comprehensive and outstanding results.

Those achievements are vivid evidence of the determination and creativity in leadership and direction, while affirming the spirit of solidarity, unity, and unity of the entire Party Committee; having the response and joint efforts of the team of civil servants, public employees, and workers, for the common goal of the strong development of the Party Committee and the Vietnam Trade Union.

Entering the new term, the Party Committee of the Vietnam General Confederation of Labor faces many opportunities and advantages, but also many difficulties and challenges. Based on an objective and comprehensive assessment of the characteristics of the situation, with the motto of action "Solidarity - Democracy - Innovation - Creativity - Development", the Executive Committee of the Party Committee of the Vietnam General Confederation of Labor sets out the orientation for building and developing in the next 5 years: "Building a clean and strong Party Committee; innovating thinking and vision; contributing to building a modern and strong working class in the new era". This Congress has the following key tasks:

First, summarize and comprehensively evaluate the results of implementing political tasks and Party building work for the 2020 - 2025 term; seriously review the leadership and direction role of the Executive Committee of the Party Committee of the Vietnam General Confederation; clarify the causes, especially the subjective causes of limitations, draw lessons; at the same time, focus on setting out breakthrough goals, targets, tasks and solutions, as a basis for building the Party Committee of the Vietnam General Confederation in the 2025 - 2030 term.

Second, the Congress will discuss and contribute opinions to the draft document submitted to the 14th National Congress of the Party and the draft Political Report submitted to the 1st Congress of the Fatherland Front and Central Organizations for the 2025-2030 term.

According to the Party Committee of the Vietnam General Confederation of Labor, there are 150 delegates attending the 1st Congress of the Party Committee of the Vietnam General Confederation of Labor, term 2025 - 2030.

With the theme: "Building a clean and strong Party Committee; innovating thinking and vision; contributing to building a modern and strong working class in the new era" and the motto "Solidarity - Democracy - Innovation - Creativity - Development", the Congress is tasked with evaluating the results of the work of the 2020-2025 term; setting out directions, goals, tasks, and solutions for the 2025-2030 term and discussing and contributing opinions to the draft documents of the National Party Congress of the Fatherland Front, Central organizations and the 14th National Congress of the Party.

The 1st Party Congress of the Vietnam General Confederation of Labor, term 2025 - 2030, took place at an important time - the whole nation is at the threshold of a new era - an era of rising up, for peace, independence, democracy, wealth, prosperity, civilization, happiness, firmly moving towards socialism.
